Tenders are invited for the supply of all labour, equipment and material necessary to perform tree removal. No traveling time will be paid. All costs associated with travel time shall be included in the price submitted. Part A will be for removal of roadside trees for locations noted in the tender document. Tree removal rates shall include chipping and removal of all brush. Wood shall be cut into 1.0 m lengths and piled neatly on the boulevard. The price submitted shall include the following: 1. Tree removal (cutting). (Complete by March 31, 2023) 2. Chipping and disposal of all brush. 3. Grinding the stumps and removal of the grindings. (Complete by April 30, 2023) 4. Top soil (4") and seed. (Complete by June 1, 2023) 5. All necessary traffic control as per OTM Book 7. Part B will be for stump grinding for locations noted in the tender document. The price submitted shall include the following: 1. Grinding the stumps and removal of the grindings. (Complete by April 30, 2023) 2. Top soil (4") and seed. (Complete by June 1, 2023) 3. All necessary traffic control as per OTM Book 7. The Consultant/Company shall continuously maintain throughout the term of the Contract and pay the following insurance coverage: Commercial General Liability insurance including personal injury, broad form Contractual liability, owner and Contractors protective, completed operations, and non-owned automotive liability in an amount of not less than three million dollars (3,000,000) applying to all Contracts for claims arising out of one occurrence and, Automotive Liability insurance in respect to licensed vehicles owned and/or leased with limits of not less than two million dollars ($2,000,000) inclusive per occurrence for bodily injury, death and damage to property. The policies shall include the Township of Uxbridge as an additional insured in respect of all operations performed by or on behalf of the Consultant/Company in relation to the Contract requirements and be endorsed to provide the owner with not less than thirty (30) days written notice in advance of any cancellation, change or amendment restricting coverage. The Consultant/Company shall provide an updated Certificate of Insurance by not later than thirty (30) days prior to the expiry date of any required coverage. Notwithstanding this provision, where any required insurance coverage is due to expire within thirty (30) days, the Consultant/Company shall submit an updated Certificate of Insurance upon ten (10) business days of written notice by the Township. Failure to provide the required insurance certificates within ten (10) business days of the Township's written request and continuously maintain the required insurance coverage throughout the entire term of the Contract will constitute a default by the Consultant/Company. Evidence of the required coverage shall be provided prior to Contract execution. TENDER DEPOSITS All tender proposals shall be accompanied by a certified cheque or bid bond made payable to Corporation of the Township of Uxbridge, as a guarantee for the execution of the Contract, in the amount of 10% of the total tender price. All tender deposits will be returned to the respective bidders within ten (10) days after the tender has been awarded. The tender deposit of the successful bidder will be retained until completion of the contract. All bidders must attach a copy of their Health and Safety Policy with tender. Appendix 4.1 must be signed and returned with the tender submission or the tender will be rejected. Sub-contractors are not permitted in this tender. Bidder shall supply a WSIB Clearance Certificate within 48 hours of being notified of the awarding of the tender. Before submitting a tender, bidders shall carefully examine the general conditions and specifications, visit the site of work, fully inform themselves of all existing conditions and limitations, and shall include in the proposal a sum sufficient to cover the cost of all items included in the contract. The bidder is advised that inquiries regarding the interpretation of the specifications shall be directed to Bill Rynard, Road Operations Manager 416-771-8551. All trees that involve hydro lines will be cut by Veridian or Hydro One to safety standards set by each utility. The Bidder must supply proof with the quotation that he is "qualified" to perform work within ten feet of energized power lines operating at various voltages up to 44,000 volts. Also the contractor shall confirm attendance and proficiency of a least one employee at the IHSA "Safety in Line Clearing" course. The contractor shall visit all homeowners where trees are to be cut down and explain why and what they are doing to the tree in front of the affected property owner. Contact with the homeowner shall be made 48 hours prior to tree removal operations. The contractor shall keep a log book of all homeowners that they visit and the times and dates of the visit. In the event that the homeowners disagree with the work being done, the contractor will notify the Road Operations Manager and a decision will be made as to whether the Contractor will go ahead and cut the tree or not. The successful bidder will be considered the "Contractor" for the purposes of the Occupational Health and Safety Act for this contract and will be the designated the Constructor and will assume all responsibilities of the Constructor as set out in the Act and its Regulations. All crews working on a job under this contract shall have a certified arborist on site with a minimum 5 years' experience. The successful bidder will supply the Township with a phone number for emergency tree cutting services. The contractor has 30 minutes to respond to the Township's call (or voicemail message). If there is no response after 30 minutes, the Township reserves the right to secure the services of another tree trimming service of its choice. This tender will be in effect until June 30, 2023 or until another tree removal tender is available. The awarding of the contract is subject to the approval of the Council of the Township of Uxbridge.
