Description: The New York State Office of Parks, Recreation and Historic Preservation (OPRHP) intends to make significant building & site enhances to John Jay Homestead State Historic Site in advance of the 250th Anniversary of American Revolution & the 200th Anniversary of Abolishment of Slavery in New York. John Jay State Historic Site preserves the 1787 home and farm of Founding Father and statesman John Jay (1745-1829), one of the three authors of The Federalist Papers, the first Chief Justice of the United States and Governor of New York State. Interpretation of the Site explores Jay's role as Founding Father and both a slave owner and eventual leader in the abolitionist movement. The property was designated a National Historic Landmark in 1981 for its association with Jay. The goal of the project is the restoration and rehabilitation of multiple historic structures on the site including the historic Bedford House & Brick Cottage, the proposed recreation of a historic barn (new construction) as a new site operations and visitors center, restoration of parts of the historic agricultural landscape, new parking and accessible circulation including trails through the 63-acre site. The project will also include major infrastructure enhancements including possible campus ground source heating and cooling, new sewer and water infrastructure, and underground utilities. Finally, the project will also require professional exhibit design, fabrication, and installation across three buildings & site. Request for Qualifications The Hudson Valley District of the New York State Office of Parks, Recreation, and Historic Preservation seeks proposals for Construction Management services related Site & Building Enhancements at John Jay Homestead State Historic Site, Westchester County, Katonah, New York. Selection will be according to Qualification Based Selection Procedures. This document summarizes the contracting opportunity, the associated construction project, potential activities to be performed under the contract, submittal instructions, and required qualifications. Fee structure, actual fee, and work order will be negotiated after the most qualified firm has been selected. Service to be Provided The Consultant scope of services under this Term Contract may include any or all of the following: Preconstruction Services including but not limited to special emphasis on developing successful bid strategies, contract document review, constructability review, and value engineering. The construction phase of the project will be a Best Value Contract. Construction manager to prepare and execute the Project Labor Agreement (PLA). Bid Phase Services including but not limited to participating in pre-bid and pre-construction meetings, assisting Owner with RFI responses and addenda, and assisting Owner with bid evaluations. Construction Phase Services including but not limited to management of the construction project, maintaining project budgets and schedules, managing submittals, managing project safety, record-keeping, reviewing payment applications, managing RFIs, and inspection services. Post-Construction Phase Services including but not limited to project close-out, claims negotiation, and settlement. The services summarized above will be performed specifically in association with the construction of the Site & Building Enhancement Project at John Jay Homestead State Historic Site. Project information and sample activities are provided in more detail below. Construction Management (CM) Contract Term CM Contract Term: 48 months Estimated CM Work Order Duration: 48 months Project Information Applicable Contracts: Architecture Design Services for Site & Building Enhancements at John Jay Homestead State Historic Site (via RFQ 1.5.2023) General Construction Contract for Site & Building Enhancements (via Project Labor Agreement and Best Value procurement). (Estimated bid date - 12/11/2023) Construction Duration: 18 months (approximately) Construction Cost: $25,000,000 million (approximately) Buildings: Existing buildings 4,500 SF to 22,000 SF, New construction: 7,500 - 8,000 SF (approximately) Approximate Site Area: 63 acres (approximately) Required Utilities: Underground electric, water (on-site wells), septic, IT, ground source heat plant. Other: The project includes permits related to septic and wetlands. Project Narrative OPRHP is undertaking major site enhancements at John Jay Homestead State Historic Site. The project will restore and rehabilitate much of the 63-acre site. The anticipated services will include, but not limited to, the following elements: Restoration or rehabilitation of multiple historic buildings under Section 14.09 of the New York State Historic Preservation Act of 1980 (9 NYCRR Part 428). Design of 7500-8000 sq ft. building as possible new site operations, exhibit, archive space. Design of accessible facilities, landscape, and trails. Includes design of new lift/elevator in Bedford House. Campus wide infrastructure. Underground electric & technology, water/ sewer, geothermal. Building infrastructure: mechanical/ electrical/plumbing/ technology systems and upgrades at multiple buildings. Landscape rehabilitation. Restoration of historic features of the landscape, integrated parking and trails, lighting. ADA compliant. Survey, care, and protection of heritage trees throughout the site. Creation of interpretive exhibits and signage to tell the "Whole History" of the site. Writing and design of the exhibit is required. Circulation including consideration of pedestrian and vehicle conflicts, ADA access and maintenance pathways. Wayfinding and signage. Project specific requirements: Design Phase:PLA (Best value procurement) for Construction: Architectural design review for constructability Construction Phase: Site Protection: Installation of construction fencing, soil erosion control measures, heritage tree protection, historic feature protection and interior building protections. Landscape: Tree & plantings care, cutting, trimming, and planting. Earthwork: Grading & excavation for landscape features, roads, trails, and underground infrastructure. Site utility infrastructure (storm, electric, telecom, data, force main septic system, water connection. new site water wells and geothermal) Construct new entrance road, trails, ADA walkways, parking area and plaza spaces Construction of Visitor Center Restoration / Rehabilitation of multiple historic buildings Section 14.09 of the New York State Historic Preservation Act of 1980 (9 NYCRR Part 428). Installation of new landscape plantings, site furnishings, lighting and accessible routes and related pathways within the site as connected to other surrounding landscape features/spaces. Permits for project will secured by NYS OPRHP Secure and administer all third-party inspections.
