Request for Qualifications (RFQ): To provide comprehensive professional engineering, planning, environmental, and/or construction phase services on an as needed basis. The RFQ intends to create a specific list or pool of qualified firms to provide a variety of General Engineering Consultation for specific categories of the City of Tyler s Half Cent Sales Tax Capital Work Plan and other city CIP projects during the 2022 2025 calendar years. The firms selected to provide professional services may be awarded a three (3) year contract with the potential of two - one year contract extensions. All subject to approval by the Tyler City Council. The tasks to be undertaken by the consultants shall be on a work order basis with the fee for each project or task to be determined by a Work Order identifying specific scope of work and costs at the time of the request by the City Engineer. The City reserves the right to accept, reject, cancel or modify any proposal, waive all formalities, and to award the contract(s) most advantageous to the City. In accordance with House Bill 1295, for certain contracts entered into on or after January 1, 2016, the successful firms must submit a Certificate of Interested Parties (Form 1295) at the time the signed contract is submitted to the CITY. The law applies (with a few exceptions) only to a City contract between a business entity and a governmental entity or state agency that either (1) requires an action or vote by the City Council before the contract may be signed or (2) has a value of at least $1 million.
