Site Directions: Main WWTF site located on north side of Balfour Road at 99 Balfour Road, Hendersonville, NC 28792. Biosolids Facility at the WWTF is located on the south side of Balfour Road, directly across from the main WWTF site. The Hendersonville WWTF Biosolids Thermal Dryer project consists of the construction of a new biosolids thermal drying facility, the work for which includes, but is not limited to: demolition of existing alkaline stabilization equipment including a lime day tank, volumetric feeder, lime feed screw, solids processor, decking, stairs, and rail system, and associated power and controls equipment; installation of new dewatered cake conveyance equipment; installation of a new biosolids thermal dryer system comprised of a dryer feed hopper, medium-temperature direct fired belt dryer, dried biosolids discharge auger, dried biosolids inclined screw conveyor, process blower, air heater, condenser, ductwork, cooling tower, cooling tower pump, wash stand, associated piping, instrumentation, electrical panel, and control panel. The project also includes modifications to the existing covered storage shelter to enclose the southeast quadrant of the structure to house the new biosolids thermal dryer and associated equipment, as well as enhancements to the biosolids covered storage area with new concrete push walls and curtain walls for dried biosolids storage. Other tasks involve replacing the existing covered storage shelter roofing, site grading, disposal of excess excavated materials on-site, disposal of unsuitable excavated materials off-site at an approved site, new concrete pavement, curb and gutter installation, new potable water service piping to the new facilities, modifications to the existing potable water service, installation of new natural gas service, new sanitary drainage installation and connection to the existing in-plant sanitary sewer system, modifications to existing utilities and utility structures, installation of new electrical systems for the new equipment, integration of new instrumentation and controls into the existing facility SCADA system, installation of a photovoltaic (PV) solar energy system, and establishment of a site security network with security cameras and door access control devices. The City of Hendersonville is pre-purchasing the Gryphon Environmental Model 1050 biosolids thermal dryer equipment package for this project, which will be provided by the City for Contractor offloading, storage, and installation. Information on equipment to be provided by the City for Contractor installation is included in the Appendices of the Project Manual. The Project has an expected duration of 600 calendar days. Additional Description: The City has undergone a prequalification process and has determined eight (8) prequalified bidders eligible to bid on this project. Only these bidders listed herein will be permitted to submit bid proposals, and no bid from any entity other than those listed herein shall be considered. Bidders for this Project must be properly licensed in North Carolina at the time of bid and must at all times be in good standing and authorized to do business in the State of North Carolina. Prequalification does not ensure that a bidder will be determined a responsive or responsible bidder. The following Contractors have been prequalified for bidding by the City: Dugan & Meyers Industrial, LLC Harper General Contractors Morgan Contracting, Inc. PC Construction Company Ruby-Collins, Inc. State Utility Contractors, Inc. Turner Murphy Company, Inc. Wharton-Smith, Inc. Each Bidder must be licensed under Chapter 87 of the North Carolina General Statute. All bids must include a non-collusion affidavit. Each proposal shall be accompanied by a bid deposit in the amount of not less than five percent (5%) of the amount of the bid in the form and subject to the conditions provided in the Instruction to Bidders. The City reserves the right to waive any informality and to reject any and all proposals for any reason determined to be in the best interest of the City, except for the purpose of evading the bid laws. If awarded, the project will be awarded to the lowest responsive and responsible bidder taking into consideration quality, performance, and the time specified in the proposals (if required to be specified). Non-responsive bids will be rejected. It is the policy of the City to award public purchasing contracts without regard to race, religion, color, creed, national origin, sex, age or disabling condition.
