Renovation of a multi-residential development in Windham, Connecticut. Completed plans call for the renovation of a multi-residential development.
The Housing Authority of the City of Willimantic (the HACW) is seeking a General Contractor for its proposed renovation of Father Honan Terrace (the Project). HACW is requesting a Sealed Bid from interested parties for the Project. Project is both state and federally funded through the CT Department of Housing and may include CT Housing Finance Authority funds. Project is subject to Davis-Bacon/State wages, compliance with certain local, state, and federal requirements including but not limited to Section 3. No interpretation of the meaning of the plans, specifications or other pre-bid documents will be made to any bidder orally. Every request for such interpretation must be in writing and addressed to Laura Crosskey, AIA, Crosskey Architects, LLC, 750 Main Street, Suite 150, Hartford, CT 06103; or email at: lcrosskey@crosskey.com and, to be given consideration, must be received no later than 5 PM on Monday January 13, 2025. Any and all such interpretations and any supplemental instructions will be in the form of written addenda to the Contract Documents, which, if issued, will be issued by e-mail to all prospective bidders from Advanced Reprographics, not later than 5PM on Thursday January 16, 2025. Failure of any bidder to receive any such addenda or interpretation shall not relieve such bidder from any obligation under his bid as submitted. All addenda so issued shall become part of the contract documents State law requires a minimum of twenty-five (25%) percent of the state-funded portion of the contract be set aside for award to subcontractors holding current certification from the Connecticut Department of Administrative Services ("DAS") under the provisions of CONN. GEN. STAT. 4a-60g. (25% of the total state-funded value with DAS-certified Small Businesses and 6.25% of the total state-funded value with DAS-certified Minority-, Women-, and/or Disabled-owned Businesses.) The contractor must demonstrate good faith effort to meet the 25% set-aside goals. The Housing Authority of the City of Willimantic reserves the right to accept or reject any or all proposals; to waive any informalities, or to accept any proposal deemed in the best interests of the Housing Authority of the City of Willimantic. All bids will be considered valid for a period of thirty (90) days Sealed bids plainly marked with the appropriate title Improvements & Upgrades at Father Honan Terrace.
