The City of Phoenix invites electronic offers for Anti-theft Water Meter Security Products for a
five (5) year contract term commencing on or about April 1, 2023, in accordance with the
specifications and provisions contained herein or the "Effective Date" which is upon award by
City Council, conditioned upon signature and recording by the City Clerk's department, as

reaching the end of the term including any extensions exercised; or payment of the maximum

3.1. PURPOSE:
The City of Phoenix ("City") Water Services Department ("WSD") is seeking a Contractor
experienced in supplying anti-theft water meter security products. The use of anti-theft water
meter security products minimizes theft of service and prevents meter tampering and/or
bypassing. 3.2. BACKGROUND:
The Water Meter Division is responsible for 450,000 meters. The division provides readings for
the utility bills monthly for residential and commercial customers. In addition, the division is
responsible for investigating meter leaks, repairing leaks, starting services for new customer
accounts, investigating theft, customer concerns for quality issues and water usage. The
division also manages the large and small meter testing, setting/removing hydrant meters for
construction, special events, large meter vault inspections and replacements.
The City currently uses the following brands of anti-theft water meter security products.
Equivalent brands will be taken into consideration by the City.
