Central Ohio Transit Authority (COTA), a political subdivision of the state of Ohio, is a regional transit authority created pursuant to Ohio Revised Code, Sections 306.30 through 306.53. COTA undertook operation of a transit mass transportation system within Franklin County and portions of Delaware and Licking Counties on January 1, 1974. The Contractor shall furnish trash collection services for the Central Ohio Transit Authority's two bus storage and maintenance facilities and the Essex facility for the period commencing April 1, 2023 and expiring March 31, 2028. COTA facility locations are: McKinley Avenue Facility 1600 McKinley Avenue Columbus, Ohio 43222 Fields Avenue Facility 1333 Fields Avenue Columbus, Ohio 43201 Essex Facility 1325 Essex Avenue Columbus, Ohio 43201 MCKINLEY AVENUE FACILITY The Contractor shall: 1. Furnish all labor, equipment, transportation and dumping fees associated with the rental and removal of one (1) 42 cubic yard compactor container (compressed volume) of trash biweekly, on Fridays between the hours of 7:00 A.M. and 3:00 P.M. The 42 cubic yard compactor container will be rented from the Contractor and located at the loading dock of the McKinley Avenue facility. This container will be a roll-off type compatible with the COTA owned compactor. 2. Furnish all labor, equipment, transportation and dumping fees associated with the rental and removal of one (1) 4 cubic yard container (uncompressed volume) of trash one (1) time per week on Friday, between the hours of 7:00 A.M. and 3:00 P.M. The 4 cubic yard container will be rented from the Contractor and located inside the west exit door from the maintenance area. 3-1 FIELDS AVENUE FACILITY The Contractor shall: 1. Furnish all labor, equipment, transportation and dumping fees associated with the rental and removal of one (1) 42 cubic yard (compressed volume) compactor container one (1) removal per month on Friday between the hours of 7:00 A.M. and 3:00 P.M., and additional pick ups as needed on a will call basis. The 42 cubic yard compactor container will be rented from the Contractor. Container is to be located at COTA's designated location at North end of building. Compactor is owned by COTA. Container (Receiving Box) must be compatible with the compactor. ESSEX FACILITY The Contractor shall: 1. Furnish all labor, equipment, transportation and dumping fees associated with the rental and removal of one (one) six (6) cubic yard container (uncompressed volume) of trash two (2) times per week (Monday/Thursday or Tuesday/Friday between the hours of 7:00 A.M. and 3:00 P.M. The six (6) cubic yard container will be rented from the Contractor and located at the designated area of the parking lot behind the facility. 2. Contractor shall provide one (1) 30 yard roll off dumpster to be used for disposal of various construction materials, wood, dirt, concrete, metal and other debris to be picked up as needed on a will call basis. ADDITIONAL REQUIREMENTS The Contractor shall further employ a trash removal system that minimizes (and preferably, eliminates) wind and draft scattering of trash during transfer of the trash from the container into the truck. This requirement applies to hoppers, dumpsters, compactors, or any type container used in the trash removal system. Compactor containers provided by the Contractor shall be designed to eliminate spillage of trash when the container is separated from the ram for loading into the truck. All containers shall be fire resistant. The pick-up schedule will be as stated for each location and should be consistent for duration of this contract. 3-2 In the event a scheduled pickup is neglected and such neglect creates a critical trash overaccumulation, COTA may, at its sole option, arrange for a trash pickup by a vendor of COTA's choice. Cost to COTA for this auxiliary trash pickup will be deducted from the fees payable to the Contractor. ADDITIONAL INFORMATION McKinley Avenue The trash compactor is an Accurate Model 240HP. Its force is 60,000 pounds. Hopper size is 60" X 42" with a NSWMA rating of 1.52 cubic yards. Fields Avenue The trash compactor is a McClain Model Magnum II. Its force is 56,000 pounds. Hopper size is 60" X 45" with a NSWMA rating of 1.76 cubic yards. REPORTING REQUIREMENTS The Contractor shall provide a report indicating the weight for each pick-up from each location, on a monthly basis. This report shall be submitted with the monthly invoice. Haul Permit Contractor shall be permitted by the State of Ohio to collect and haul the trash associated with this contract. Bidders shall provide proof of a valid haul permit as part of the bid package response. Landfill Permit Contractor shall only haul trash to landfills meeting all local, state and federal landfill regulations.
