PURPOSE
The City of Adelanto (City) is seeking qualified professional firms (Consultants) to submit
a proposal to provide professional as needed On-Call Geotechnical Investigation and
construction and construction material testing services for various Citywide. Proposals
shall conform to the provisions set forth herein. The objective is to enter an initial one (1)-
year Contract which may be extended annually by the City at its discretion. Conversely,
the City shall retain the right to terminate the Contract without cause during a budgetary
Fiscal Year (July 1 - June 30). The work performed by the selected consultant will be
provided on a task order basis. Each task order will be pre-authorized by the City's
representative on an as-needed basis with a detailed task order scope and a specific task
order budget and schedule for completion.
The City contact (Contact) for this Request for Proposal (RFP) is the sole point of contact
for this procurement. All communication shall be in writing and submitted to the Contact
as designated below. Consultants are not permitted to communicate with other City
staff or officials about this RFP, except during pre-proposal meetings and/or interviews,
unless otherwise directed by the Contact. Direct written questions and/or

Consultants interested in participating in this RFP should immediately provide the Contact
with a telephone number, fax number, and an e-mail address for dissemination of
addenda and/or supplemental information, as applicable. Failure to provide said contact
information may result in late notifications and/or incomplete proposals.
Deadline for Submitting Questions ....................................January 31, 2023 The following are typical services and/or items that the successful consultant will be required to
provide the City if it is awarded the contract and should be addressed in each proposal. The
work performed by the selected consultant will be provided on a task order basis. Each task
order will be pre-authorized by the City's representative on an as-needed basis with a detailed
task order scope and a specific task order budget and schedule for completion.
Scope of Service:
The City of Adelanto (CITY) intends to secure an agreement with a Geotechnical consultant to
provide On-Call Geotechnical Investigation and Construction Material Testing Services to the
City. These services will consist but not limited to the City. These services will consists of but
not limited to:
1. Taking preliminary soil samples and analyzing them to determine the properties of the
material in order to determine the soil characteristics
2. Performing grading observations when requested.
3. Taking soil compaction tests to determine if the compaction efforts are reaching the
specified level, collecting concrete cylinders from concrete placements and performing
testing on same to determine compressive strength.
4. Collection of asphalt concrete pavement samples and routine testing for compliance with
specifications.
5. Performing soil borings to 15 feet as requested with appropriate logs for inclusion in bid
documents for underground types of work.
6. Providing a geological engineer as required to consult with the City and evaluate site
conditions and related work as required.
7. The majority of the work will be confined to routine soil compaction and concrete / asphalt
testing. These services are required by the City to ensure contractor's compliance with
the specifications and insure techniques used by the contractor are achieving specified
results.
8. The intent to have a soils firm perform testing as required on on-call basis. The unit price
proposed shall include all travel time, test methods and procedures, equipment, written reports, copies, clerical support, all staff time and shall be fixed price, complete and
delivered for all test procedures. While the intent to provide adequate testing, there may
be no qualification of the proposal that sets limits on the number of tests per call out or
number of sites visited. It shall also be a requirement that the selected firm will be able to
respond in 30 minutes or less from the designated offices. All stated prices shall include
all travel time and no additional compensation shall be made for milage. Standby time will
only be allowed when City requested services in advance and no services are required
at the time specified. These services can be cancelled upto an hour before the specified
time. Such standby time will be limited to not more then 30 minutes for each instance.
Estimated cost submitted will be considered during negotiations of final contracts with the
selected firm and are submitted as estimated costs only.
9. The selected Consultant shall identify the professional technical and support staff and
their availability, that will be performing the work with the proposed scope of services.
Resumes should be included.
10.Proof of certification through Caltrans to perform soils, concrete and asphalt testing
should be provided.
11.Properly licensed Project Manger and an Assistant Project Manager with resumes should
be provided.
12.Staff persons specifically assigned with the certificates required and / or available to
provide requested services.
13.Staff persons who possess Caltrans certifications for the performance of soils, concrete
and asphalt concrete testing, and copies of such certification documents should be
provided.
14.Sub-consultants or outside labs to be used for specific aspects of the project including a
summary of previous working arrangements on similar types of projects will be requested
by the City before assigning the work.
15.A fixed price for each of the tasks identified in the "Schedule of Prices" attached hereto.
16.The Selected Consultant shall include a summary of previous working arrangements on
similar types of work that the consultant has completed.
