This contract is for the maintenance of private properties within the city limits of Tuscaloosa. The properties involved will be vacant lots or residential properties that have been determined to be in violation of City ordinances regulating vegetation growth and accumulation of litter. Contractor shall perform work under this contract on an hourly rate. The City will pay a two-hour minimum for each property maintenance visit. Additional time required per site will be charged at the same hourly rate. The number of sites and the frequency of maintenance shall be at the sole discretion of the City. Contractor may be required to maintain as many as one hundred sites per season, though there is no guarantee regarding the number of sites. Some sites may require repeat maintenance. WORK AND SERVICES TO BE PERFORMED BY CONTRACTOR: Contractor agrees to furnish all labor, materials, tools, transportation, and equipment necessary to perform the following work as required for each site under this contract: A. Contractor shall perform mowing, bush hogging, grass trimming regardless of height or thickness to bring property back into compliance with City of Tuscaloosa ordinances regulating vegetation growth and accumulation of litter. B. Removal of trash, litter and light debris such as tree limbs. The contractor will not be required to trim shrubbery and trees, or remove downed trees. C. Edging of sidewalks or driveways will be required. D. In the event a property site includes a house, the contractor shall trim (i.e. weed-eat) the grass around the foundation of the house and any other building on the site such as garages or utility storage buildings. E. Contractor must remove and properly dispose of all litter and/or light debris on the property each time at each location. Whether the site is cut with a tractor, mower, weed eater, or lawn mower, the debris from the cutting and cleaning shall be removed each time. F. Contractor may not leave material on curbside for City pickup. G. Contractor must complete the designated maintenance for each site within three (3) work days of notification by the Codes and Development Services Division (CDS). Contractor will be contacted for each site by a staff member of CDS. Contractor shall provide to the City the names and cell phone numbers for two (2) contact persons. H. Contractor shall notify the designated CDS staff member when maintenance on each site is complete. I. Contractor shall also provide before and after photos with date stamps of each site to be included with invoice. J. Contractor shall submit invoices to the CDS staff member to build a packet for billing. Invoices that do not include before and after photos with date stamps will not be considered for payment. K. Payment terms for invoicing shall be Net30. The Purchase Order number must be on each invoice. Invoices must itemize service address locations. Bidders submitting bids by hand must enter at the City Hall complex entrance located on the 4th level of the City's Intermodal Facility parking deck; the entrance to the deck is located on 7th Street beside Government Plaza.
