Russell County Public Service Authority (RCPSA) is soliciting Statements of Qualifications (SOQ) from interested firms to provide professional engineering services that support a variety of infrastructure and public works projects. Services are anticipated to include general consulting, preparation of reports and funding applications; preparation of design documents; construction administration; and resident project representation. All reports and designs shall be prepared in accordance with appropriate funding and regulatory guidelines. SOQ will be considered based on the following criteria: 1. Experience and qualifications of personnel; 2. Relevant experience in providing similar services; 3. Experience working with Rural Development, Virginia Department of Health, Virginia Department of Environmental Quality, and Virginia Department of Housing and Community Development; and 4. Current workload/ability to respond. Firms will be ranked based on the above criteria and may be requested to provide more information or conduct a presentation. Negotiations will then take place for each individual project. In addition to the open-end agreement, one or more firms will be selected to provide engineering services for the following projects: 1. Castlewood Sewer Project Phase II (Mew Road); 2. Copper Creek Waterline Extension If a contract is satisfactory and advantageous to RCPSA and can be negotiated at conditions considered fair and reasonable, the project-specific award shall be made to that firm. Otherwise, negotiations with that firm shall be formally terminated and negotiations with another selected firm, where applicable, will be conducted. If no satisfactory contract is reached with the selected firm(s), RCPSA reserves the right to re-advertise for SOQ. This request is extended without regard to race, color, religion, sex, national origin, marital status, age, or physical or mental handicap. The selected firm(s) will be required to comply with state and federal requirements, including, but not limited to: 1. Section 504 of the Rehabilitation Act of 1973; 2. Virginia Fair Employment Contracting Act of 1975; 3. Civil Rights Act of 1964; 4. The Americans with Disabilities Act (ADA of 1990); 5. The Virginians with Disabilities Act; 6. The Virginia Public Procurement Act (VPPA); 7. Age Discrimination Act of 1975; and 8. President's Executive Orders #11246, #12138 and #11625. 9. VDH Drinking Water Funding Program Guidance Package #4 By signing its SOQ, the offeror certifies that it does not and will not during the performance of this contract violate the provisions of the Federal Immigration Reform and Control Act of 1986, which prohibits the employment of illegal aliens. RCPSA reserves the right to accept or reject any or all submissions and to waive any formalities or technicalities it deems appropriate. Small, minority-, and women-owned firms are encouraged to submit SOQ. The method of Contractor Selection has not been Determined at this time.
