Project Type RFP (Request for Proposal) Response Types Line Items RESPONSE FILE (required) Type of Award Lump Sum Bid Bond 0.00% Payment Bond 0.00% Performance Bond 0.00% Pre-Bid Meeting No Online Q&A Yes Q&A Deadline 01/26/2023 5:00 PM (PST) The purpose of this Request for Proposals (RFP) is to select the most-qualified Consultant to provide Professional Engineering Services to conduct traffic and capacity studies and prepare the Project Approval/Environmental Document (PAED) and Plans, Specifications and Estimates (PS&E) for the Slauson Corridor Improvements from I-5 to I-710 Project. The City will award no more than one Professional Engineering Services contract on a not-to-exceed basis. The City is seeking professional services from qualified consultants to provide engineering services to conduct traffic and capacity efficiency studies, prepare the Project Approval/Environmental Document (PAED) and other necessary studies, surveying, geotechnical, and Plans, Specifications and Estimates (PS&E) for the Slauson Corridor Improvements from I-5 to I-710 Project. The project studies shall include recommendations for traffic signal modifications and/or replacement, extension of existing protected left turn lanes and/or additional protected or protected/permissive left turn lanes, dedicated right turn lanes and bike facilities, median modifications and related utilities, if necessary, street lighting improvements, pedestrian safety improvements, etc. The scope of work should include new peak hour intersection counts at major intersections. Counts should include pedestrians, bikes, vehicles as well as trucks. Trucks should be counted separately, and totals adjusted by a passenger car equivalency (PCE) factor used to adjust counts. Average daily traffic counts may also be required to estimate the flow of traffic along the corridor. An axle count will need to be conducted to determine the percentage of large 3+ axle trucks in the traffic stream. The analysis may also include before and after level of service analysis at any intersection that is planned for additional left or right turn lanes and changes to existing signal phasing. If any protected left or right turn phasing is proposed, then this shall be backed up and documented with left turn warrants and a level of service analysis of before and after. A safety evaluation along the Slauson Corridor should be completed which looks at collision data for the last 3 years for midblocks and at intersections to determine if additional traffic calming or safety measures would be appropriate. Collision data can be obtained by using SWITRS data. If any removal of parking is to be proposed, then an on-street parking count should be taken by segment that shows a comparison of how many vehicles are currently parking on-street to where they can be shifted to park (off-street parking). Public Outreach to properties affected by this project including potential loss of any on-street parking shall also be conducted. The analysis should also include the ridership at each bus stop. This is to give the City an idea on the demand for services at each stop. If medians are proposed that will block off access to business driveways or minor streets than impacts should be disclosed and measures that would need to be in place to mitigate any impacts to local residents and/or businesses. The study and related report must be completed within 4 months from the date of notice to proceed. The Method of Contractor Selection has not been determined at this Time.
