Renovation of a civil project in Lowell, Ohio. Conceptual plans call for the renovation of a water / sewer project.
Professional engineering services are being requested to provide investigation, design, permitting, and construction administration for the replacement of Lowell Dam No. 3 located on the Muskingum River Parkway. A series of eleven low-head dams with accompanying locks were constructed by the State of Ohio between 1836 and 1841 as part of the Muskingum River Improvement System. The original purpose of the system was to assist commercial freight navigate the river. The U.S. Army Corps of Engineers (USACE) assumed responsibility for the eleven locks and dams in 1887 and performed a significant reconstruction of the system in the 1890s. The USACE maintained the structures until the 1950s when responsibility for the system was returned to the State of Ohio. Muskingum River Lock and Dam No. 1 at Marietta was removed by the USACE in the late 1960s in response to the construction of the USACEowned Belleville Lock and Dam on the Ohio River. The Ohio Department of Natural Resources (ODNR) currently owns and operates the series of ten locks and dams as a state park, known as the Muskingum River Parkway. The locks are currently operated primarily for recreational boaters. The intended future use of the system is for recreational navigation along the river system while also preserving the historical significance of the locks and dams to the extent practical. Lowell Dam is located on the Muskingum River Parkway in Washington County. The dam, originally constructed in 1841, is approximately 17.6 feet in height and 839 feet wide and regulated by the ODNR Dam Safety Program as a Class II structure. It is a timber crib structure with a concrete cap. The dam is in poor condition and in need of replacement. The lock is located at the downstream of the dam. The lock is approximately 36 feet wide with sandstone masonry lock walls approximately 229 feet in length and up to 31 feet in height. Construction Manager at Risk services have already been procured under separate contract. All aspects of the project and related issues will be implemented and operated consistent with the Contracting Authority and/or Owner's policies and procedures.
