Site work and paving for a mixed-use development in Rahway, New Jersey. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

**As of February 9, 2023, Project has been awarded. Award amount is $371,964.55** sealed proposals will be received by the City of Rahway, Union County, New Jersey (the "Owner") for CDBG Year 48 Winfield Street, Heaton Place, Beacon Street and Henry Street project. Each Bidder is solely responsible for the timely delivery of their Bid and no bids shall be considered which are presented after the public call for receiving bids. Any bid received after the date and time specified will be returned, unopened, to the Bidder. The Municipal Representative will open and read aloud all bids at that time on the Zoom conference in accordance with standard practice. The Project consists of one (1) Base Bid for roadway improvements to various streets in Rahway, NJ. This project includes HMA milling and paving, full depth pavement repair, sidewalk improvements including the construction of ADA accessible curb ramps, repair of curbs and driveway aprons both asphalt and concrete, reconstruction of concrete curb and gutter, installation of bicycle safe grates and type 'N-ECO' curb pieces, tree removal, site restoration and other improvements described within the Bid Documents. All work on this contract must be completed within sixty (60) calendar days from issuance of a Notice to Proceed. The Contractor shall comply with the Davis-Bacon Act. The Contractor and all sub-contractors shall hold valid Public Works Contractor Registrations for the duration of the project. The Bids shall be addressed to Anissa Leung, Purchasing Agent, Department of Finance, 1 City Hall Plaza, Rahway, NJ 07065. Bidders are encouraged to use overnight delivery. Each Bidder is solely responsible for the timely delivery of their Bid and no bids shall be considered which are presented after the public call for receiving bids. Any bid received after the date and time specified will be returned, unopened, to the Bidder. Contract documents and drawings for the proposed work (the "Contract Documents", which have been prepared by Jacqueline Dirmann, P.E., of the firm Colliers Engineering & Design Inc. (DBA Maser Consulting). Paper copies will be sent via UPS or Fedex if the contractor provides UPS or Fedex account information to defray the cost of this shipping method. Otherwise, paper copies will be sent via USPS. Disadvantaged, Minority, and Women's Business Enterprises are encouraged to obtain specifications and compete for the contracts assisted with Community Development Block Grant Funds. The City is not responsible for full or partial sets of Bidding Documents, including any addenda, obtained from any other source. Proposals must be made on the standard Proposal forms in the manner designated in the Contract documents. Three sets of documents, one original and two CERTIFIED copies, must be enclosed in sealed envelopes bearing the name and address of the Bidder and the name of the project on the outside and be addressed to the City of Rahway and must be accompanied by a Statement of Consent of Surety from a surety company authorized to do business in the State of New Jersey and acceptable to the municipality and either a Bid Bond or a Certified Check drawn to the order of "City of Rahway" for not less than ten percent (10%) of the amount bid, except that the check shall not exceed $20,000.00. The successful bidder is hereby notified that a performance bond and labor and material (payment) bond for the full amount of this project is required. The award of the Contract for this project will not be made until the necessary funds have been provided by the Owner in a lawful manner. Proposals for this contract will only be accepted from bidders who have properly qualified in accordance with the requirements of the Contract Documents. The right is also reserved to reject any or all bids or to waive any informalities where such informality is not detrimental to the best interest of the Owner, except as to those items which are deemed mandatory and non-waivable set forth in N.J.S.A. 40A:11-23.2. Further, the Owner reserves the right to abandon the project and reject the bids entirely if any legal or state or federal administrative action is taken against the Owner which could delay or jeopardize the project from commencing. The right is also reserved to increase or decrease the quantities specified in the manner designated in the Specifications. The successful bidder shall be required to comply with all applicable statutory and regulatory requirements, which include but are not limited to the affirmative action requirements of P.L. 1975, c. 127, N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27-1 et seq. Bidders will be required to comply with the public disclosure provisions of N.J.S.A. 52:25-24.2.
