Combined Synopsis/Solicitation / 140A0423R0003 Demolition of Building 1 located for the Bureau of Indian Rocky Mountain Region's Wind River Agency in Fort Washakie, Wyoming Title: The Department of Interior, Bureau of Indian Affairs (BIA) Rocky Mountain Region intends to award a lowest price technically accepted firm fixed price contract for Demolition of Building One (1) for the Wind River Agency in Fort Washakie, Wyoming per the attached Statement of Work, Structure Specifications, Floor Plan, TERO Notice and Clauses. NAICS Code: 561790 Salvage - Demolition of Structure/Facilities (other) Set-aside: Total Small Business (SB) Quote Response Details: The quoter shall respond to this RFP via email response to: Kathy Eder at email: kathy.eder@bia.gov no later than 1700 MS February 27, 2023. Magnitude of Construction Project: Per the requirements of FAR 36.204, the project range is estimated to be between $100,000 and $250,000.00. Site Visit: An Optional site visit has been established at 1:00p.m. Thursday February16, 2023 at the Wind River Agency, 149 1st and Washakie Street, Fort Washakie, Wyoming 82514. Award Basis: The Government will review the lowest quote for technical acceptability (which will include a review of the quoted materials that are to be Installed and the Quoter's Demonstrated Experience and Technical Capability, as well as make a Responsibility Determination of the vendor. Therefore the Proposal must include a Breakdown of Costs for Removal, Disposal, Labor, Asbestos Abatement, Materials, and Installation of all Temporary Construction Fencing as outlined in the Statement of Work and Specifications. The vendor must also be registered in SAM.Gov as an SB under the awarding NAICS code in order to be eligible for award. If the lowest quoted vendor is technically acceptable, is determined to be responsible and meets the set-aside requirements, that company shall receive the award (if pricing is determined to be fair and reasonable). If it is determined that the lowest quoter does not meet the requirements stated above, the government will review the next lowest quote and review in accordance with the steps as stated herein. Davis Bacon Wage Rates apply to the work to be performed under this Contract and those rates are attached. Work Hours: The performance period established for this contract is based upon all work being conducted during regular working hours between 8:00am and 5:00pm, Monday through Friday, excluding government holidays. If the Contractor desires to carry on work outside regular hours, including Saturdays, Sundays, and government holidays, a request must be submitted to the Contracting Officer in sufficient time to allow satisfactory arrangements to be made by the Government for access to the work site and inspection. Safety and Quality Control Plan: Contractor must have in place effective quality assurance and safety plans and to provide a copy if requested by the Government. The contractor agrees that the notice to the designated representative shall constitute notice to the contractor and agrees to be bound by any commitments or representations made by the representative. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Goals for Minority Participation for Each Trade 7.5% Goals for Female Participation for Each Trade 6.9%
