Site work and paving for a sidewalk / parking lot in Heath, Ohio. Conceptual plans call for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.

The Ohio Department of Natural Resources (ODNR), through the Division of Natural Areas and Preserves is responsible for the management of Ohio State Natural Areas and Preserves. Blackhand Gorge State Nature Preserve is located at 2200 Gratiot Road SE, Newark, OH 43056 in western Licking County. The nature preserve follows along the Licking River and provides visitors over four miles of scenic views of the sandstone formations and quarries along the trail. The area was previously utilized by indigenous inhabitants and later as part of the Ohio & Erie Canal and the B&O Railroad. A previous project provided temporary emergency remediation of the embankment along the Blackhand Gorge Bike Trail adjacent to the river, including excavation and replacement of trail embankment with riprap, and spot repair of trail and parking lot asphalt pavement upon completion of construction. This project will provide long-term repairs to three sites along the bike trail, including site 1 that was temporarily repaired along with two additional sites on the trail that are experiencing similar erosion from the Licking River. Access for construction of site 1 is anticipated from the west trailhead, and access for sites 2 and 3 is anticipated from the east trailhead. Site 1, near the western end of the trail, is situated at the base of a river oxbow and exhibits continued erosion of the south riverbank and undermining of the existing trail pavement. Sites 2 and 3, near the eastern end of the trail, are situated in tangent or near-tangent sections of the river. Based upon the previous assessment, ODNR anticipates utilizing hard armoring for the long-term stabilization solution, and appropriate permitting services are required. Partial repair/replacement of the trail asphalt pavement is expected upon completion of the riverbank reconstruction activities. All regulatory and environmental regulations and/or permitting will be the responsibility of the DB selected for this project. This project is to be completed in concurrence with the Clean Air Act and Federal Water Pollution Control Act. All selected DB firms will be required to execute a Byrd Anti-Lobbying Certification. This project incorporates funding by the American Rescue Plan Act (ARPA). All consultants and contractors will be responsible for assisting ODNR with reporting requirements.Submit all questions regarding this RFQ in writing to Procurement at procurement@ofcc.ohio.gov with the project number included in the subject line (no phone calls please).
