The City of Oakland Park is soliciting statements from qualified firms to provide design, permitting, production, and installation services for various types and quantities of signage, primarily monument signs, throughout the City. As part of this scope of work, proposer will be responsible for working with City staff to develop site/location-specific designs that comply with all applicable codes and standards, align with the City's branding and initiatives, are cost-effective, and maintenance-friendly. Additional work under this RFQ includes, but it not limited to design, permitting, fabrication, installation of new signage, and removal of existing signage (as needed). A conceptual welcome/ entryway monument sign design (Exhibit E) has been developed and is to be used as a basis for design. Requests for additional information or questions must be submitted in writing to the Purchasing Division. Email Purchasing@OaklandParkFL.gov. Questions/requests must be submitted prior to the deadline provided in the timeline of events section of the RFQ. Additional information will only be transmitted via a written addendum. * *One (1) USB, one (1) original and three (3) copies of proposals must be presented in a sealed envelope and identified with the following information: "City Signage Production and Installation Services, RFQ #022223" The City of Oakland Park reserves the right to reject any or all proposals, to waive any informalities or irregularities in any proposals received, to re-advertise for proposals, to award only portions of the project, to award to multiple Proposers, or take any similar actions that may be deemed to be in the best interests of the City. Proposer shall be licensed and experienced in sign design, permitting, production, and installation in the State of Florida with relevant experience in South Florida (Monroe, Miami-Dade, Broward or Palm Beach Counties). Proposers must have completed a minimum of five (5) projects providing signage production that were inclusive of design, permitting, fabrication, and installation for local, County, or State government agencies, and or private entities of a similar, or larger scope, size, and complexity as the City of Oakland Park project. A proposer may submit only as a prime. Last Date for Receipt of Questions Tuesday, January 31, 2023 The City reserves the right to reject all proposals, to waive nonmaterial, technical variances or infirmities in the proposal, to abandon the project or to solicit and re-advertise for other proposals. The City may in its discretion waive any informalities and irregularities contained in a proposal or in the manner of its submittal and award a contract thereafter. 1. Meeting and coordinating with City and other design team members, as necessary, to successfully develop a sign development and implementation plan and design specifications. 2. Developing exterior and/ or interior building signage standards that comply with all applicable codes and standards, align with the City's branding and initiatives, are costeffective, and maintenance-friendly. 3. Providing planning, schematic design, progress design, and constructability design documents. A. The City requires during schematic design/design development phase material samples that portray the sign elements for production and site evaluation. B. The City may require the production of specific sign elements (scale to be determined by City) prior to the final design approval to test materials, legibility, color, reflectivity, scale, and cost. 4. Performing site visits to verify available areas for signage, confirm dimensions andidentify potential conflicts with architectural or landscape designs. 5. Design submittal shall be required for city review and approval: A. Software and Delivery Methods: AutoCAD software will be utilized. Reports and Design Plans will be delivered in electronic format in three (3) submittals at 30% (schematic phase), 60%, and 100%, to be signed and sealed unless otherwise requested. B. Design timeline shall be provided no later than the date identified in the Work Authorization for the Design Schedule. C. Schematic design shall be reviewed with the City and shall incorporate any changes ordered by the City. D. After review of the Schematic Design and incorporation of any changes ordered by the City, the City shall authorize in writing the commencement of the next design phase submittal, or such part thereof as directed by the City. E. Topographical survey and sub-surface utility exploration (SUE) geotechnical investigation is required. 6. Confirming or refining drawings. 7. Preparing sign layouts based on actual sign messages to determine sign and letter sizes and determining a need for variations to the signage program. 8. Providing final submittals for approval for fabrication. 9. Providing a rendering and or art copy. 10. Developing an installation schedule in coordination with the City to assure timely receipt and installation. 11. Construction costs are to be determined based on a site/ location specific design basis. The selected proposer will work with the City to develop a signage program including a variety of signage types, materials, sizes, and locations. 12. Producing all construction documents and or requisite shop drawings for the production, permitting and installation of the signage. 13. Securing all permits to include: A. City of Oakland Park permits B. All utilities coordination C. Broward County coordination, plan review and approval, and Broward County Permit for signs located within County rights-of- way D. FDOT Permit submittal- Review and approval of signs within FDOT rights-of-way 14. Performing all construction, installation and site work as required for the completion of the permitted construction documents. 15. Providing warranties, guarantees, record drawings and other documentation to the City.
