Site work and paving for a mixed-use development in Palatine, Illinois. Conceptual plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.
The Village of Palatine, Illinois is soliciting qualified and interested firms to submit statements of qualifications for providing all services, supervision, labor and equipment necessary to provide the Village with Phase I and Phase II Engineering Services for intersection improvements at Palatine Road and Rohlwing Road in the Village of Palatine. All work shall conform to IDOT/FHWA policies and procedures for federal aid projects and will be completed under applicable BLR and BDE Manuals. All questions shall be submitted by email to George Ruppert by 12:00 PM (CST) on February 3, 2023. A response to all questions received will be provided via email and posted on the Village website after 4:00 PM (CST) on February 8, 2023. Project Information: The intersection of Palatine Road and Rohlwing Road is a 90 degree signalized intersection. The primary road (Palatine Road) is an arterial roadway with a 4-lane cross section with no dedicated turn lanes. The secondary roadway (Rohlwing Road) is a collector with a 2-lane cross section with a dedicated left turn lane in both directions. Due to these factors, the Village is interested in level of service improvement, adding of dedicated right turn lanes, lane widening and pedestrian safety enhancements. Anticipated Work items may include, but are not limited to, the following: o Performing necessary survey work and drainage, floodplain, hydraulic and wetland studies. o Preparing all necessary reports, including: condition report, hydraulic report, preliminary design and hydraulic report, location drainage study. o Summarizing alternatives and recommendations and completing a Project Development Report. o Performing necessary environmental coordination to secure Design Approval. o Preparing and submitting all necessary permits (IDNROWR, ACOE, etc.) and Right of Way and Easement plats and legals. o Providing coordination for public involvement and coordination with public, utilities, local agencies and IDOT. o Completing the necessary Phase II plans, specifications and estimates as required based upon the approved Phase I design. The anticipated length of this contract will be 12-24 months for a full Federal Phase I and Phase II project. Funding for this project is subject to IDOT Surface Transportation Funding and all requirements thereof. The Village of Palatine may conduct interviews with and/or require presentations of the firms who submit acceptable or potentially acceptable qualifications as part of the SOI for this project. Ranking and Selection Information On the basis of the evaluations, interviews and presentations, the Village shall select no fewer than three firms which it determines to be the most qualified to provide services regarding the specific project. The Village shall then contact the top ranked firm and attempt to negotiate a contract. If a satisfactory contract cannot be reached with the top ranked firm, negotiations with that firm shall be terminated and the Village will start negotiations with the next highest ranked firm. Firm ranking will be based on the following criteria: o (20%) - Technical Approach o (20%) - Firm Experience o (10%) - Specialized Expertise o (25%) - Staff Capabilities o (10%) - Work Load Capacity o (15%) - Past Performance The method of contractor selection has not been determined at this time
