The City of Russellville, Missouri requests Letters of Interest and Statements of Qualifications for engineering design and construction inspection services, to assist in a project to repair and repaint two (2) municipal water storage facilities within the municipal drinking water distribution system. Both tanks have recently been cleaned and inspected and a report can be viewed upon request. Tower No. 1, constructed in 1964, is 50,000 gallons and is located one block off downtown Russellville and within a residential area. Due to the age of this tank, shrouding will be required for mitigation of lead paint. Tower No. 2 was constructed in 2006 and is 150,000 gallons. Both are legged tanks. Funding for the estimated $1.3 million dollar project will be provided through the sale of water/sewer bonds, remaining after the completion of the new municipal wastewater treatment plant, and $50,000 from an American Rescue Plan Grant awarded by the Cole County Commission. Your Letter of Interest should not exceed five (5) pages total, and should include any information which might help us in the selection process, such as the persons or team you would assign to each project, the backgrounds of those individuals, and other projects your company has recently completed, or are now active. Information provided to the city must include at a minimum: 1. The specialized experience and technical competence of the firm with respect to municipal drinking water storage facilities or related work; 2. The capacity and capability of the firm to perform the work in question, including specialized services and bidding within a period of twenty-four months beginning May 1, 2023. ARPA Funding must be obligated by the end of calendar year 2024 and expended by the end of calendar year 2026. 3. The past record of performance of the firm with respect to such factors as control of costs, quality of work, and ability to meet schedules 4. The firm's proximity to and familiarity with the area in which the project is located 5. Examples of related work within the past five years, including references. 6. Documentation of compliance with E-Verify requirements. The successful firm will be selected based on the above qualifications with Number 2 being the highest priority. Contract price will be negotiated and a contract will be entered into with the successful firm, contingent upon the approval of Cole County to ensure appropriate procurements standards have been followed and the contract meets all federal requirements. As funds are readily available, work can begin immediately upon receipt of County approval, and execution of professional services contract.
