Introduction The Fairmont-Morgantown Housing Authority (FMHA) is soliciting proposals from qualified companies interested in providing a combined Energy Audit and Utility Allowance Study in accordance with 24 CFR Part 965, and the Public Housing Modernization Standards Handbook 7458.2. The energy audit is to be a one-time required 5-year audit, and the utility allowance Is to be for a 3-year period for the Public Housing and Section 8 programs. These programs provide affordable rental options for low-income families and are primarily funded by the U.S. Department of Housing and Urban Development (HUD). The last one-time required 5-year audit was completed in November 2019. The next 5-year audit will need to be completed in November 2024. Scope of Services An energy audit is a systematic assessment, survey, and analysis to determine a property's energy needs and identify opportunities to reduce energy expense and carbon footprints based upon the The method of Contractor Selection has not been determined at this time.
