Electronic proposals for the following project will be received through the internet using until the date and time stated below, and will be posted on website. forthwith after the bid submission deadline. No paper copies of bids will be accepted. Bidders must have a valid digital ID issued by the Authority in order to bid on projects. Bidders need to apply for a digital ID withat least 14 days prior to a scheduled bid opening date. Electronic bids for Contract No. S03CN09, BLUE LINE VENT SHAFT B6 EGRESS STAIR REPLACEMENT, BOSTON, MA, Project Value - $15,778,029 (Class 1 - General Transit Construction - $10M & Class 7 - Buildings - $10M), can be submitted at website. Long Wharf Vent Shaft B6 Egress Stair Replacement Replacement of emergency egress stairs including repairs of drainage system, electrical, lighting, and communication systems, with additional structural and architectural repairs to mitigate water leaks. Maverick Communications Room Relocation Fit-out of new space in close proximity of existing communicationsroom including limited demolition, concrete rehabilitation, door hardware, mechanical, electrical, lighting, fire detection, fire protection, and communication work in preparation to perform a cut-over of station communication and supporting systems into this new space. Primary & Redundant Fiber Optic Backbone (Airport-Maverick-Aquarium) Placement of new primary and redundant optical fiber links along right-of-way between the Aquarium, Maverick, and Airport stations to replace existing infrastructure. Shaft B5 Lewis Mall & Porter Square Shaft Repairs Miscellaneous structural floor slab, fire-proofing, electrical, architectural door/frame/threshold and penetration repairs at Shaft B5 on the Blue Line. Each prospective bidder proposing to bid on this project must be prequalified in accordance with the Authority's "Procedures Governing Classification and Rating of Prospective Bidders." Applications for prequalification for this project will be accepted up until the bid date. Contractors should allow for ample time for the Authority to evaluate and respond to the Prequalification Application prior to the bid opening date. Only contractors prequalified by the bid date will be considered eligible. Prequalified bidders may obtain from the Contract Administration Office a "Request for Bid Form" which must be properly filled out and submitted for approval. Please refer to Section 00200 - Instructions to Bidders, Section, 1.12, Competency of Bidders, for additional prequalification requirements. Potential bidders must download and submit a completed "Request for Proposal Form" for approval Bidding documents may be downloaded from the FTP site. Documents will be available starting at 9:00 a.m. on January 25, 2023. Contract Specifications and Drawings shall be available in portable data file (.pdf) format. Interested parties may request FTP site credentials by completing the request form on the project page at website. Bidders attention is directed to Appendix 1, Notice of Requirement for Affirmative Action to Insure Equal Employment Opportunity; and to Appendix 2, Supplemental Equal Employment Opportunity, Anti-Discrimination, and Affirmative Action Program in the specifications. While there is no DBE goal associated with this contract, the Authority strongly encourages the use of Minority, Women and Disadvantaged Business Enterprises as prime contractors, subcontractors and suppliers in all of its contracting opportunities. Bidders will affirmatively ensure that in regard to any contract entered into pursuant to this solicitation, minority and female construction contractors will be afforded full opportunity to submit Bids and will not be discriminated against on the grounds of race, color, religion, sex, age, or national origin in consideration for an award. Bidders will be required to comply with Federal Equal Employment Opportunity Regulations and the President's Executive Order No. 11246 and any amendments or supplements thereto. Bidders will also be required to comply with the Governor's Executive Order No. 481, prohibiting the use of undocumented workers on State Contracts and any amendments and supplements thereto. All questions during the bid phase should be directed to the Project Manager in writing or emailed to the contact information above. Questions are to be submitted no later than ten (10) days prior to the date set forth for the opening of the bids. Bidders will be required to certify as part of their bids that they are able to furnish labor that can work in harmony with all other elements of labor employed or to be employed on the work. This Contract is subject to minimum State wage rates as well as all other applicable labor laws. The Authority reserves the right to reject any or all Bids, to waive informalities, to advertise for new Bids or proceed to do the work otherwise, as may be deemed to be in the best interests of the Authority.
