Preparing Project site including constructing preservation fences to protect vegetation and culturally sensitive areas, demolishing and disposing of the existing flashboard dam, demolishing and disposing of the existing concrete foundation slab and north abutment wall to prepare for the construction of the new foundation and sloped abutment walls, demolishing and disposing of the concrete apron, removing anddisposing of existing adjustable and fixed weirs, and demolishing and disposing of existing grouted rock slope protection to prepare for the construction of new concreted rock slope with a new grade. Control of water at the construction site, including dewatering and diversion of water from the Coyote Percolation Pond and groundwater, to ensure the Work is conducted in dry conditions. Construction of new reinforced concrete foundation for the rubberdam, abutment walls, and anchoring system Installation of one (1) approximate 11-foot high, 151-foot long rubber dam by anchoring to the new concrete foundation and sloped abutments in the channel. The rubber dam, anchoring plates and bolts, and rubber dam control system will be Owner-furnished. Perform operational testing of the rubber dam and rubber dam control system to include rubber dam airtight system test, air supply and exhaust system, pressure sensing and automatic inflation and deflation system, mechanical deflation system, valves and other necessary components for operation and maintenance of rubber dam Construction of new concrete apron downstream of rubber dam foundation Construct and install four (4) adjustable steel weirs, six (6) removable steel weirs, and four (4) raisable weirs Construction of new concreted-Rock Slope Protection (RSP) downstream of concrete apron. Construction of one (1) 23-foot by 21-foot equipment control building with noise control feature Construction of approximate 75-foot long retaining wall to support the control building and approximate 250-foot fence and gate surrounding the control building Construction of the new electrical line including conduit to supply power from the new PG&E power pedestal to equipment control building for power control of rubber dam and fish ladder weirs. From control building, electrical line including conduit is then extended to control panel station for power control of adjustable weirs, water temperature sensor and water level sensor Construction, installation, and testing of the new fish ladder weir control system, water temperature sensor, and water level sensor Resurfacing approximate 600-feet of existing maintenance roads. Valley Water is constructing the Federal Energy Regulatory Commission (FERC) Order Compliance Project (FOCP) as a result of the February 2020 directive from the FERC to: dewater Anderson Reservoir, expedite construction of a new outlet tunnel and develop necessary avoidance and minimization measures to minimize environmental impacts. The FOCP consists of a number of projects that will impact County owned lands; A) The Anderson Dam Tunnel Project (ADTP) as an Interim Risk Reduction measure prior to the construction of the Anderson Dam Seismic Retrofit Project (ADSRP). The ADTP consists of a new diversion outlet tunnel to allow for greater control of the reservoir level and thus less risk to dam over-topping, modifications to coyote creek downstream of the dam, and landslide mitigation measures on the southern arm of the reservoir. B) The Coyote Percolation Dam Replacement (CPDR) is a replacement/upgrade to the existing flashboard dam used to impound water in the Coyote Percolation Pond, an instream pond in Coyote Creek just north of Metcalf Road. The existing structure will be unable to handle the higher flow rates possible after completion of ADTP. To protect against potential risks to groundwater recharge and water supply reliability for the Coyote Valley and South San Jose residents in the Santa Teresa area, Valley Water proposes to replace the existing flashboard dam with an inflatable bladder dam that could quickly be deployed when inflows are low (to facilitate percolation) and then released to allow higher flows to pass safely. C) The Cross Valley Pipeline Extension (CVPE) is an extension to the existing Cross Valley Pipeline which is necessary to minimize adverse impacts to aquatic resources and groundwater recharge from the effects of drawdown to, and maintenance of deadpool at Anderson Reservoir. The CVPE will facilitate releasing imported water to Coyote Creek via an outfall at the downstream end of Ogire Ponds and the capability to discharge at this location will avoid and minimize the potential Coyote Creek and wetlands downstream of Ogier Ponds to experience dry back conditions, as well as impacts to ground water. D) Implementation of Additional Project-specific Avoidance and Minimization Measures (AMMs) and Environmental Monitoring. In general, additional measures are necessary to protect multiple environmental resources during FOCP construction and operation. These measures include storm water pollution prevention Best Management Practices, biological measures necessary to avoid and minimize impacts on sensitive native fish populations, other aquatic sensitive species, and sensitive native habitat types, in particular O. mykiss populations and habitat, during FOCP construction and operation. Furthermore, Valley Water anticipates that FERC will order Valley Water to implement the environmental monitoring plans that have been developed to satisfy the FERC Order.
