The proposed project consists of the construction of the construction an ADA Accessible Wetlands/Wildlife Observation Platform. This project is funded through the MA Recreational Trails Grants and Meeting deadlines is important to the funding of the project. The Observation Platform is required to be constructed per ADA Accessibility requirements and using materials certified BUY America (See attached document for requirements). There are two potential locations show on the referenced plans. This request for Bids is only for the construction of one viewing platform. All other construction activities are to be performed by the Town of Medway. Please provide costs for each site separately if it is found there is a cost difference. However, only ONE is proposed to be constructed. The Conservation Commission will determine which location will be selected at time of contract signing. The observation platform shall be built according to the specification depicted on the detail sheet within the plans titled, "Adams Meadow ADA Accessible Trail in Medway, MA" by Beals and Thomas, dated January 12, 2023. The platform is 15' x 15' with a 5' x 5' entry to ramp. Ramp shall be no more than a 7.5% slope with clear 48" handrails. The entire platform will have 42" guardrail. Sheet C 4.0 shows the "not to scale" detail on the ramps and guardrails for the platform. The platform shall use helical pile for structural support. The Contractor is requested to provide a reasonable timeline for completion of the project as this is a grant funded project and missing deadlines could result in a forfeiture of the grant money. The following documents are reference here and should be reviewed for the submission of a bid for this project as they provide greater detail than this document summarizes; March/April 2023: The Contractor will begin work prior to but no later than March 1, 2023 and complete work by no later than April 15, 2023. The selected Contractor will be required to enter into a contract/agreement with the Town of Medway. Upon the acceptance of a Contractor's quote, the Town will prepare and submit an Agreement to the successful Contractor for execution. In the event that the successful Contractor fails, neglects, or refuses to execute the Agreement within two weeks after its receipt from the Town, the Town may, at its option, cancel the award and make a new award to another proposer, or reject all proposals and issue a new RFQ, or cancel the proposal entirely. The contract is included with this Request for Quotes. Security for Faithful Performance Simultaneously with the delivery of the executed Contract, the Contractor shall furnish at least at least a 50% payment bond in the amount equal to the total of the contact price. Rule for Award The Town of Medway reserves the right to award the contract to the lowest responsible bidder per General Laws Ch. 30, Sec. 39M who meets the required qualifications for this project, for the total flat fee to construct complete work for the complete construction of the ADA platform, and can complete the work within sixty days of signing the contract. The Owner reserves the right to waive any informalities in bids and to reject any and all bids, should the Owner deem it to be in the public interest to do so. The Owner may also reject bids which in its sole judgment are either incomplete, conditional, obscure or not responsive or which contain additions not called for, erasures not properly initialed, alterations, or similar irregularities. Contractor OSHA training certification 50% payment bond This project is subject to Prevailing Wage Rates as determined by the Commissioner of Department of Labor and Workforce Development. It is the responsibility of the bidder, before bid opening, to request any additional information on Prevailing Wage Rates for those tradespeople who may be employed for the proposed work under this contract.
