Scope includes, but is not limited to, the furnishing of all labor, materials, equipment, services and incidentals for the provisions of Solid Waste Trash Removal and Recycling Services for the Broward County Aviation Department in accordance with the Specifications and Requirements. Goal Participation: This solicitation is open to the general marketplace. Refer to the Office of Economic and Small Business Development Procurement Preferences for Broward County Small Business Enterprises and County Business Enterprises form for additional information. Basis of Award: It is the intent of the County to award this contract to the lowest responsive, responsible bidder by total bid price (sum of all items). A bidder must bid on all items to be considered for award; otherwise, the bid will be construed as incomplete and may be rejected. The County reserves the right to award on a group, item by item basis or total bid price basis, whichever is deemed to be in the County's best interest. Bid Allowance: The bid allowance for Franchise Fees and Disposal Rate Fees will be added automatically to each Bidder's bid in Periscope. Refer to the Special Instructions to Vendors, Section I., Allowances. Bidder Qualifications: Bidder must submit License Agreement for Open Market Commercial Collection Services in the Broward Municipal Services District with their bid submittal. If not provided with submittal, the Vendor must submit within three business days of County's request. Vendor may be deemed non-responsive for failure to fully comply within stated timeframes. Questions and Answers: The County provides a specified time for Vendors to ask questions and seek clarification regarding the requirements of the solicitation. All questions or clarification inquiries must be submitted through Periscope S2G by the date and time referenced in the solicitation document (including any addenda). The County will respond to all questions via Periscope. Q & A deadline: Feb 10, 2023 5:00:00 PM EST Contract duration: 1 year Contract renewal: 4 annual renewals Living Wage: The Living Wage Ordinance applies to this solicitation and the resultant contract. Refer to Living Wage Ordinance Requirements section for additional information. Pre-bid meeting / Site visit info : This information session presents an opportunity for vendors to clarify any concerns regarding the bid requirements. The vendor is cautioned that, although the site visit/pre-bid conference is optional, no modification or any changes will be allowed in the pricing because of the failure of the vendor(s) to have visited the site or to have attended the conference. Job site visitation is strongly recommended; submission of a bid will be construed that the vendor is acquainted sufficiently with the work to be performed. Site Visit Badging Requirements: Vendors attending the site visit must be badged by FLL prior to the Pre-Bid Conference. Only one representative per company will be permitted on the site visit: 1) Vendors must complete the Visitor Badge Request Forms (VISITOR SECTION ONLY) and submit with a copy of your noted ID to the FLLcustomsApp@broward.org by Friday, January 27, 2023. 2) If you currently have a FLL Badge, please provide a copy of your badge (both sides).
