This Terms of Reference also defines the conditions of the engagement. The Project Manager must: Advocate for the First Nation's interest and work to ensure positive project outcomes for the First Nation; Be familiar with the funding and scope requirements of the First Nation, the Investing in Canada Infrastructure Green Stream Program (ICIP Green Stream) and ISC; Report budgeting and reporting as required by various funding agencies including the First Nation, ICIP Green Stream as well as ISC; Define and confirm criteria in the areas of cost control, budgeting, scheduling, change order and quality control; Keep the Project Team (and others, as appropriate) informed of the project status through monthly physical/financial reporting; Oversee all phases and aspects of the project and ensure strict conformity to the objectives of the project to meet Lac La Croix First Nation, ICIP Green Stream, and ISC requirements; Prepare the Terms of Reference (ToR) to retain a Design Consultant based on the approved PAR for the design and contract administration services and procurement of the design consultant; and Overall management and implementation of the project as per approved PAR. This proposal is to be strictly electronic and will comprise of a "two envelope" system, to be titled as the "Technical Section" and the "Cost Section". ALL information related to cost is to be contained in the "Cost Section" only and provided in a separate password-protected PDF. The password will not be provided until requested by the Project Team.
