Nevada County Office of Emergency Services (OES) is inviting proposals from a qualified firms to prepare a Community Wildfire Protection Plan (CWPP) Update for the 974 square miles encompassing Nevada County. Nevada County seeks a qualified firm or individual (Proposer) with the experience, expertise, and qualifications to lead the CWPP Update. The purpose of the CWPP is to serve as a framework to identify and prioritize all future wildfire risk reduction projects of importance to the community, fostering a collaborative approach to wildfire mitigation that supports multi-benefit activities to reduce risk of loss of life and property and harmful impacts to natural resources. The CWPP shall meet the requirements described in the Healthy Forest Restoration Act of 2003, the IAFC CWPP leaders guide, the FEMA "creating a CWPP" May 2020 document, and will develop actions to reduce structural ignitability and strengthen community fire preparedness with a prioritized set of actions for public education, fuel reduction, and methodology for prioritizing, monitoring, and evaluating the effectiveness of mitigation actions across the County. The selected firm will work with Nevada County OES to prepare a unique CWPP that updates the 2016 CWPP document, incorporates individual community plans (including the North San Juan CWPP and Truckee CWPP), integrates environmental guidelines, and is consistent with other plans being concurrently developed or updated by Nevada County OES, including the Nevada County Evacuation Study and the Local Hazard Mitigation Plan (LHMP) Update. In addition, Nevada County OES has elected to utilize internal staff (Community Wildfire Coordinator) to conduct the Wildfire Risk Assessment (WRA) component of the CWPP, including an appraisal of socioecological assets, hazard modeling, risk assessment, and modeling of strategic implementation outcomes. As such, the selected firm will be expected to work with professional service providers retained for the Nevada County Evacuation Study and the LHMP Update, as well as the Community Wildfire Coordinator to incorporate data, methodologies, and outputs into the CWPP as applicable. The selected firm shall additionally incorporate potential operational delineations (PODs), strategically placed landscape treatments (SPLATS), firesheds, or other strategic operational delineations and assessment levels as relevant for a comprehensive cross-boundary approach to wildfire and fuels management. The final CWPP shall identify and prioritize areas of greatest risk, hazard, and values, and establish a framework to allow land managers and communities to collaborate on the specific scope of potential fuels reduction and wildfire hazard mitigation projects. While attendance is not mandatory, interested proposers are highly encouraged to attend. In order to make the meeting more effective for all participants, attendees should read this document thoroughly prior to the meeting. The Method of Contractor Selection has not been determined at this time.
