Site work and paving for a mixed-use development in Winter Haven, Florida. Completed plans call for site work for a playground / park / athletic field; for paving for a playground / park / athletic field; restaurant; restaurant; sidewalk / parking lot; and sidewalk / parking lot.
**As of April 25, 2023, this project has been awarded to Cathcart Construction Company-Florida, LLC for $1,843,638.15** As of March 10, 2023, this project has not yet been awarded. A timeline for award has not yet been established. Questions concerning this bid must be submitted on or before 2:00 p.m., February 21, 2023, to Angie Hibbard at ahibbard@mywinterhaven.com Questions received after this time may not be answered. This project consists of two parts. Part A is inclusive of the Joyce B. Davis Park Project and Part B is inclusive of the Downtown Sidewalk Cafes Project. Both Part A and Part B contain their own plan set, specifications and bid sheets. These projects are located within close proximity of each other in Downtown Winter Haven. The intent of this bid will be to award both Parts A and B under the same contract to one bidder. Downtown Winter Haven is a vibrant destination with restaurants, cafes, shops, bars, night life, events festivals, residents and much more. It will be imperative that the contractor is able to coordinate & communicate with the City, Downtown businesses & property owners, visitors, residents, event organizers and adjacent construction projects. While recognizing that these projects will be disruptive during construction; it is our goal to work with the contractor to minimize the impact on surrounding businesses and residents during construction. Bidders Contractors must submit complete bids on both Parts A and B. This includes any and all bid line items, alternates, totals, etc. Bidders not submitting completed pricing for both Parts A and B will be disqualified. The City reserves the right to award both Parts A and B, Part A or Part B or reject all bids. Part C is for mobilization as both projects are in close proximity to each other and will run concurrently. The lowest and most responsive bidder will be determined by the totals of both Part A and Part B. While there are specific plans, both Part A and Part B, this will not preclude additional work on adjacent or nearby public or private parcels or rights of way for like work or ensure proper tie ins. Contractors shall attend, with the City, a series of stakeholder coordination meetings. These will be set up by the city. Contractors shall ensure that a superintendent is present at all times while work is being completed on either project. Regular work hours shall include Monday Friday from 8 am 5 pm, excluding City Holidays. It should also be noted that the City recognizes that certain products and materials may have significant lead times. Pending these lead times and coordination efforts, the City may consider issuing staggering notices to proceed. For example, there may be a Notice to Proceed for procurement of materials, and a Notice to Proceed to begin construction.
