All bids MUST be submitted on the State Board of Accounts Form No. 96, including a completed execution of a non-collusion affidavit. Each bidder shall accompany their sealed bid with the proper bid security made payable to the Board of Commissioners of Vigo County as follows: Any person, firm or corporation who submits a bid and has a principal place of business in the State of Indiana MUST submit a BOND in the amount of ten percent (10%) of their total bid. Any person who submits a bid and DOES NOT have a principal place of business in the State of Indiana MUST file with their bid a CERTIFIED CHECK, CASHIER'S CHECK, MONEY ORDER OR BOND issued by a financial institution insured by an agency of the United States in the amount of ten percent (10%) of their total bid. No bidder may withdraw their bid on or after the date and time set for public opening. Any bidder may withdraw their bid after it has been deposited with the County Auditor, provided their request is in writing and before the date and time of opening. If a bid is submitted by a trust, the settlor and beneficiary must be identified. The Board of Commissioners reserves the right to reject any or all bids and to waive technicalities as to procedure and to award on the bid that in their judgement is most advantageous to Vigo County, Indiana.
