DESCRIPTION OF WORK: The Work to be done hereunder consists primarily of constructing improvements on Major and Secondary arterial streets. The Work generally includes constructing Portland cement concrete pavement, curbs, gutters, and sidewalks; asphalt concrete pavement and curb; crushed miscellaneous base; excavation; grading; and concrete and bituminous surface removal. The Work may also include furnishing and placing earth fill; adjusting or reconstructing manhole frames; reconstructing curb drains; erosion control; reconstructing storm drain connector pipes; traffic striping and marking; traffic signal conduit; streetlight conduit; utility relocations; and landscaping and irrigation. Bids are required for the entire Work. DESCRIPTION OF WORK (for work orders specific to Long Beach Airport): The Work to be done also consists of constructing improvements to the Airport at both inside and outside of the airfield. Airfield specific Work includes cold milling, traffic striping, pavement markings, pavement marking removal, underground conduits, electrical manholes and junction structures, and high voltage cables. Work ordered prior to but not completed by the expiration of the Contract period shall be completed with all provisions of the Contract still in force. MINIMUM QUALIFICATIONS: PERFORMANCE ASSESSMENTS The Bidder shall be responsible and have the capability to successfully complete the work. Upon request, the bidder should provide proof of former knowledge and experience on similar projects including, but not limited to, size, scope, and magnitude. The Bidder shall have the necessary expertise, personnel, slipform curb and gutter machine, equipment, plant and sufficient capital to provide the services within the specified time. The Contractor shall have at its disposal sufficient resources to perform multiple work orders simultaneously. All Submittal Content must be legible and must contain current information. Failure to meet and demonstrate the minimum qualifications set for in the minimum qualifications section of the Bid will deem the Bidder non-responsive. All such evidence shall be reflected on the Bidder Qualification form. MINIMUM EXPERIENCES The Bidder should have a minimum experience of five (5) years in the construction and the maintenance of major and secondary street infrastructures. The Bidder shall possess a valid California Class A, General Engineering Contractor's license at the time of the award. The City may deem any Bidder who fails to possess the required license to be non-responsive. KEY PERSONNEL Contractors or subcontractors assigned to perform roadway rehabilitation on city streets must be of journeyman level with a minimum experience of three (3) years working on similar projects. Contractors or subcontractors performing the work under the contract shall possess all applicable contractor licenses for the works they shall perform under the contract. Contractors or subcontractors shall be reliable, properly experienced, and efficient in planning and doing the work required and cooperative with City staff and shall have satisfactorily worked for a Contractor or subcontractor on at least three (3) occasions during the past one (1) year before the start of the work. PROJECT LABOR AGREEMENT (PLA): This Work is covered by a Citywide PLA entered into by the City of Long Beach with the Los Angeles/Orange Counties Building and Construction Trades Council and the signatory Craft Unions. The PLA establishes the labor relations Policies and Procedures for the City, the Contractor and subcontractors awarded contracts for the Work and for the craft persons employed by the Contractor or subcontractor while engaged in the Work. Work orders totaling more than $1 million dollars are considered covered projects and must adhere to all PLA terms and conditions. See Division E for the applicable PLA. CONTRACTOR'S LICENSE: The Contractor shall possess a valid California Class A, General Engineering Contractor license at the time of contract award. The City may deem any Bidder who fails to possess the required license to be non-responsive.
