The County of Armstrong OBO Manor Township proposes to utilize a portion of its Community Development Block Grant funds for the reconstruction of Bishop Hill/Coal Street. The proposed scope for the Bishop Hill/Coal Street Reconstruction Project will consist of: Bishop Hill - 4" milling, 19 MM binder base repairs, 9.5 MM wearing scratch course, paving fabric, 19 MM binder (2.5" depth), 9.5 MM wearing course (1.5" depth), traffic protection; engineering design, inspection and related appurtenances. Coal Street - 4" milling, 19 MM binder base repairs, 9.5 MM wearing scratch course, paving fabric, 19 MM binder (2.5" depth), 9.5 MM wearing course (1.5" depth). The County of Armstrong OBO Manor Township is seeking to retain an engineering firm to complete the engineering design and detailed plans and specifications related to the completion of the Bishop Hill/Coal Street Reconstruction Project. In awarding a contract to complete engineering, design and inspection relating to the street reconstruction on Bishop Hill/Coal Street, the County of Armstrong OBO Manor Township will consider the completeness of the proposal; technical qualifications; previous experience on on similar projects; the ability to complete the work within a designated time frame; and the utilization of Section 3 contractors, subcontractors, and residents. Primary criterion, therefore, in selecting an offeror will be qualifications. Award of qualified to negotiations of subject to of a fair and reasonable compensation for the services provided. At the sole discretion of the County of Armstrong OBO Manor Township, the Township may negotiate a a contract amendment with the successful proposer within the next three (3) years for the engineering/design and construction inspection for the Railroad Drive Reconstruction Project and/or a Community Development Block Grant approved activity.
