PURPOSE: The City of Chesapeake (City) is soliciting bids from qualified bidders to establish multiple contracts for Mowing of Right-of-Way Areas in the City of Chesapeake. II. BACKGROUND: These Contracts shall provide for the mowing of vegetation within City right-of-way areas. For mowing purposes, the City is divided into eight areas which have been grouped into the following four groups of two or more. GREAT BRIDGE NORTH DEEP CREEK WEST SOUTHWEST SOUTHEAST NORTHEAST CHESAPEAKE EXPRESSWAY/DOMINION BLVD Attachment A provides mowing locations for each specified area Attachment B provides Pricing Schedule forms. Bidders may submit Pricing Schedules for one or all four of the mowing areas. III. SCOPE OF WORK: A. GENERAL: Contractor shall furnish all labor, materials, and equipment necessary, for the mowing of vegetation in the right-of-way or one or more of the eight (8) areas grouped in the manner stated above as awarded under the Contract(s). 1. The eight (8) mowing areas include Great Bridge Area, North Area, Deep Creek Area, West Area, Southeast Area, Southwest Area, Northeast Area, and Chesapeake Expressway Area/Dominion Blvd Area. These eight areas have been paired into four lots of two or more areas for each mowing requirement. Attachment A provides the mowing locations for each of the eight areas specified. Attachment B, Pricing Schedules, specifies the required mowing parameters/cycles for each of the four lots. 2. Each successful Contract shall conduct a Pre-Start Conference with the designated representative of the Public Works Department before being given a Notice to Proceed. The purpose of the conference will be to confirm materials to be used, the areas of work, and to discuss similar matters connected with the project. Public Works Department representative(s) will be specified upon award of contracts. 3. The Contractor shall provide a crew leader or other supervisor/manager either on site or readily accessible via cellular telecommunications who is fluent in the English language and able to translate for personnel who are not fluent in English. This will facilitate clear and concise communication between work crews and City representatives, inspectors in particular. 4. A weekly work schedule and route list shall be submitted in writing which will be used for inspection and as a basis of payment. The Contractor shall provide the City with daily work locations and progress reports to aid in the inspections. Any requested changes in scheduling and routing shall be submitted in writing and approved by the City. 5. The time period tolerance for the locations identified to receive a 28-day interval mowing cycle is plus (+) days and minus (-) 7 days (21 days to 28 days). The Contractor will be required to complete the mowing for each cycle within the time period interval. However, if the mowing work is not completed within the allotted time period interval, the Contractor shall be required to complete the mowing work within two business days of fair weather following the expiration of the 28-day cycle and the next mowing cycle shall not be adjusted based on the late completion of the prior mowing cycle. As liquidated damages for failure to complete the mowing work within the prescribed time period, payment will not be made for mowing work performed after the 28th day of the 28-day interval cycle. Each 28-day interval includes normal rain days as set forth in the following table shown in III.A.7. See Attachment B for specified mowing cycles. 6. The time period tolerance for the 14-day interval (medians) mowing cycle is plus (+) 0 days and minus (-) 4 days (10 days to 14 days). The Contractor will be required to complete the mowing for each cycle within the time period interval. However, if the mowing work is not completed within the allotted time period interval, the Contractor shall be required to complete the mowing work within two business days of fair weather following the expiration of the 14-day cycle and the next mowing cycle shall not be adjusted based on the late completion of the prior mowing cycle. As liquidated damages for failure to complete the mowing work within the prescribed time period, payment will not be made for any mowing work performed after the 14th day of the 14-day interval cycle. Each 14-day interval includes normal rain days as set forth in the following table shown in III.A.7. See Attachment B for specified mowing cycles. 7. Weather shall be considered "unusually severe" only if a weather condition (or any combination of weather conditions) prevents the contractor from working a number of workdays in a 28-day mowing cycle which exceeds the number of workdays listed below for the corresponding month(s) in which the cycle falls. The normal number of inclement weather days for each month in the City of Chesapeake shall correlate to the criteria set forth in the Hampton Roads Planning District Commission Regional (HRPDC) Standards, 6th Ed. Section 108.X.10.5 on page 108-9 and is as follows:
