The City of Galt (City) is soliciting this Request for Proposals (RFP) for engineering consulting services associated with the replacement of existing water mains to upsize the existing pipes, and add mains to enhance the water distribution connectivity in the Old Town area and possibly also in the southwest area of town. The project will also update our hydraulic model created initially using Infowater for the City. The City uses a "Qualifications Based Selection" process in determining which Consultant to contract with. The process will include an evaluation and ranking of Consultants based on set evaluation criteria. Top ranking Consultants may be asked to participate in an oral interview and will be ranked again based on set evaluation criteria. If for any reason an acceptable contract cannot be negotiated with the top ranked consultant, negotiations will commence with the nextranked firm. In addition to the proposal a password protected (independent of proposal) cost estimate is required as described below. The consultant is to submit a detailed cost proposal for all services and materials anticipated in completing the project. The estimate must be prepared in advance and submitted with the proposal in a separate pdf so the City has a detailed cost analysis of the project to evaluate the reasonableness of the Consultant's cost proposal. The estimate will be kept confidential until after the consultant rankings have been established. The City will open and review the fee proposal of the top ranked consultant only. No questions will be answered by telephone. All questions regarding this RFP shall be submitted by e-mail, no later than 5:00 p.m. on Thursday February 23, 2023 and sent to Brandon Woods at the City of Galt, Public Works Department at bwoods@cityofgalt.org. The City reserves the right to accept or reject any or all RFP responses received as a result of this request or to cancel all or part of this RFP.
