Site work and paving for a mixed-use development in West Chicago, Illinois. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

The work as shown on the plans and as specified herein consists mainly of roadway resurfacing, water main replacement, sewer repairs, and concrete flat work. The work is to be performed on and along Sophia St., McConnell Ave., Turner Ave., and Fairview Ave. The net length of roadway improvements is approximately 3,800 feet (0.72 miles) within the City of West Chicago in DuPage County. The project includes, but is not limited to, the following items: pavement milling, hot-mix asphalt (HMA) binder and surface course installation, 8" ductile iron water main and water main services installation, manhole structure repair and adjustments, sewer pipe spot repairs, PCC curb and gutter removal and replacement, PCC sidewalk removal and replacement, sidewalk ramp ADA panel installation, parkway/ditch restoration, thermoplastic pavement markings and all incidental and collateral work necessary to complete the project as shown on the Plans and described herein. Please note that if you are submitting a proposal via the U.S. Postal Service, address your submittal to the City of West Chicago, 475 Main Street, West Chicago, Illinois 60185. All bid proposals are to be made on the forms provided and will be made a part of the contract documents to be executed with the City. Bid proposals are to be received in a sealed 9"x12" or 10"x13' envelope. The envelope shall be marked: "SEALED BID - SOPHIA STREET AREA WATER MAIN AND STREETS REHABILITATION PROJECT, and the name of the bidder" Federal Labor Standards, Davis-Bacon Prevailing Wage Rages, & Section 3 Regulations will apply to this project. Minorities and women owned businesses (MBE/WBE) are encouraged to submit bids on this project. Registration in the System for Award Management (SAM) is a bid requirement. Proof of active registration must be provided with bid document submittals. Bids shall be accompanied by a bid deposit in the amount of 5% of the bid. Bid bond shall be in the form of a bid bond (IDOT form 12230 or equal), certified check or cashier's check drawn on a responsible bank doing business in the United States and shall be made payable to the City of West Chicago. All bids not accompanied by a bid deposit will be rejected. The successful bidder shall furnish a Performance Bond and a Payment Bond, both in the amount of one hundred percent (100%) of the bid amount as a security for the faithful performance of this contract and as a security for the payment of all persons performing labor on the project under this contract and furnishing materials in connection with this Contract, respectively. No bidder may withdraw his/her bid after the scheduled closing time for a period of ninety (90) days. This project is partially funded by the Community Development Block Grant funds. Successful bidder will be required to follow all grant requirements. The City reserves the right to reject any and all bid proposals, to waive any informality in any bid proposal, to re-advertise the proposed services, and to accept the proposal most advantageous to the City.
