High-level design will be done to determine the best route for all the laterals (estimated 228,700 linear feet). This work will determine the best construction strategy and methods, along with determining where existing assets are and where they are planned to take place. Geolocated data will be used for right of way analysis and interconnection assessment. During high-level design, focus is placed on backhaul/redundancy, connecting to the fiber backbone, the laterals to key anchor institutions, and the fiber to the home possibilities. Low-level design will be done once HLD has been approved. Low-level design will involve the fielding process, where teams will go in the field and conduct walkouts of the fiber routes. This survey will identify all features, attributes, and possible hazards. This data will go directly into GIS to allow for the detailed design process. All fiber cable sizes, splicing diagrams, port assignments, terminations, and final site connections will be determined during this stage. Construction prints will be ready as a result. Final design will be completed once the results from the LLD have been approved. The final design will finalize the routes, alignments, structure sizing and placement, cabinet placement, and splice plans. Permits will be identified during this stage and a timeline built for permit acquisition and construction. All construction documents, procurement requirements, and plans will be developed during the final design stage. Bill of Materials will be put together as the final part of the design engineering scope of work. The comprehensive bill of materials will include cost estimates for all components of the network and reflect current market prices. The BOM will also include costs for construction, splicing, termination, testing, installation, and activation. Furthermore, the City expects the engineering firm hired to coordinate and collaborate with City staff members in the Public Works Department as well as review the City's Capital Improvement Plan (CIP) to ensure the proposed designs align with the City's CIP projects.
