Tenders must be submitted in an envelope bearing the identification provided in the appendix to the tender document. The City does not undertake to accept the lowest or any of the tenders received. It also reserves the right to reject all tenders received, if it deems it appropriate, without being held liable or subject to a lawsuit or claim for costs or losses suffered by the tenderers. The City also reserves the right to award the contract conditional on the availability of the required funds, either by adoption and approval by the Ministère des Affaires municipales et de l'Habitation (MAMH) and by the entry into force of the loan by-law providing for the execution of the work or otherwise.
