Only bids presented on documents prepared by the Engineering Department will be accepted. Tenders must be submitted in an envelope bearing the identification provided in the appendix to the tender document. The City does not undertake to accept the lowest or any of the tenders received. It also reserves the right to reject all tenders received, if it deems it appropriate, without being held liable or subject to a lawsuit or claim for costs or losses suffered by the tenderers. The City also reserves the right to grant the contract conditional on the availability of the funds required, either by the approval and entry into force of a loan by-law providing for the execution of the work or otherwise.
