Renovation of a mixed-use development in Colona, Illinois. Completed plans call for the renovation of a educational facility.

The Colona Community School District #190 wishes to install new a security camera system at its main school building located at 700 1st street, Colona IL 61241. Subject to review and board approval, the project is to take place over the summer 2023 break and be completed by August 10, 2023. The District has set forth that the desired new camera system be IP based, and that all analog cameras, cabling, and obsolete video equipment be removed from the building as part of the bidder's scope of work. Milestone X-Protect Professional plus video management software is the preferred vendor since our staff is already familiar with its operation. It is also a requirement that once completed, that camera functionality is accessible through a single client software interface or IP address, with the ability to view, playback, and download video as needed from any camera from a remote location. The camera system must be IP based, with minimum camera resolution and frame rates as shown on the camera maps and addendum call-outs for the building and grounds. o The camera wiring shall be CAT6, plenum rated and color coded GREEN, PoE powered, and installed separately from the existing educational network. o Acceptable camera vendors are Arecont-Costar, Hanwah-Techwin, and Speco Technologies. The cameras shall be recorded locally on a suitable Windows server 2019 OS based recording appliance. Frame rates, resolution, and storage specifications are located in the addendum call-outs by camera and location. o "Cloud" recording of camera video feeds will not be considered due to the limited internet upload speed available at the facilities. o "At the camera" recording models will not be considered due to vandalism potential. o Conduit, wire mold, attaching hardware, and labor shall be included as part of the bid proposal and shown as an itemized cost. Painting of conduit is NOT required, however, Vendor shall make every effort to install wiring and chases in an aesthetically pleasing manner and must conform to all applicable building codes. o The District will supply 120V power receptacles as needed for camera system functionality. The Bidder shall specify as part of their proposal, the locations where outlets are to be installed or used for the camera or network equipment. o At current, there are no existing server or switch racks available for camera system components. Bidder shall include the itemized cost for all server or switch racks as may be needed for their camera system installation. o The District will provide global internet capability for remote camera access and system functionality. The division of responsibility shall be at the recording server, with all items internal to the camera network recording and viewing functions provided by the bidder, and all outbound connectivity to the internet provided by the District. IP addresses shall be provided by the District as may be needed. >> Camera system security features must include the use of strong passwords on each device, a private wired LAN for camera traffic to the recording server, along with anti-virus/ransomware protection for the recording server. Bidders shall detail all methods of server and network protection to be implemented as part of their system installation proposal. o Local viewing of the cameras within the building shall consist of (3) locations; one in the principal's office, one in the reception office, and (2) in the liaison's office. The monitors shall be of HDTV quality, using (2) 50" and (1) 32" monitor. Two of the locations will require a bidder-supplied dedicated client video PC to be provided and wired to the private camera network for viewing. Bidder shall include all mounts, cables, PC's, software, keyboard, mouse, and any other item needed to assure turn-key user functionality. o The camera system client monitors MUST be capable of displaying live video images from all cameras simultaneously, with a live view video latency of less than 2 seconds. o For network security purposes, the client PC and/or monitors for live camera viewing shall be stand-alone and segregated from the existing employee PC workstations, the educational network, and internet. o The camera system is to be installed and configured by a factory-certified technician, with a minimum of 3 years of practical experience. ost completion, the Vendor shall have a qualified technician available for emergency service calls within a 2-hour drive from the Colona School District location. o ALL cameras shall have a warranty of (5) years, and include labor costs at no charge for any camera warranty repair or defect for (3) years from date of project completion. o Vendor will provide remote internet assistance and on-call telephone support for routine questions at no charge for the same 3-year warranty period. o Bidder must include as part of the bid proposal, 3 customer references of school districts for whom they have installed similar IP based camera systems. o This is a prevailing wage project. Vendor shall submit certified payroll transcripts for each pay period and employee to show compliance with the statute. o Vendor shall provide a certificate of insurance naming the Colona CUSD as the certificate holder prior to the commencement of work. o Submittal of prices must be itemized to show the cost of cameras, recording devices, software, installation materials, hardware, and labor so the District can make accurate comparisons among bidders. o if any substitute alternate vendor parts or procedures are submitted, the bidder will include the manufacturer's documentation of those item(s) showing they meet or exceed the original specified items. o The cost of any ongoing or renewable service contracts, maintenance plans, lease, or extended warranty must be shown separately and submitted along with a copy of the plan(s) proposed, required, or included.
