Paper proposals will not be accepted. Do not send printed copies of proposal. PURPOSE The intent of this Request for Proposal is to obtain the services of qualified professional engineering firms to provide environmental design and engineering services on an as needed basis for the City's Public Works Department. It is the intent of the City to establish a contract with multiple firms. Up to two (2) contracts may be awarded. Contractors will generally be selected on a rotating basis for individual tasks; however, the City, at its sole discretion, reserves the right to select contractors out of rotation when deemed to be in the best interest of the City. Some projects required under this contract may be federally funded. The successful Offeror(s) involved in these projects shall be required to comply with all policies, procedures, and guidelines set by the Virginia Department of Transportation (VDOT), as well as provide all required documentation for Federal Aid Projects. VDOT forms are attached in the Appendix. Provide all applicable information with your proposal. Successful Offerors will be required to submit VDOT Pre-Award Audit information The City reserves the right to solicit additional competition for individual project costs exceeding $50,000.00. TERM OF CONTRACT The contract shall cover the period beginning June 1, 2023, and continuing through May 31, 2024. This contract may be renewed based on the terms and conditions at the expiration of its term at the sole discretion of the City. Automatic renewals will occur for up to three (3) additional one-year periods through May 31, 2027. The right is further reserved by the City to not renew the resulting contract at the expiration of the anniversary date by furnishing the contractor with thirty (30) days written notice. The initial first term is limited to one (1) year or when the cumulative total project fees reach the maximum cost authorized under Virginia Public Procurement Act 2.2-4303.1, whichever occurs first. The project fee of any single project (for this contract) shall not exceed $2.5 million. The sum of all projects performed in one contract term shall not exceed $10 million. Any unused amounts from the first contract term shall not be carried forward to the succeeding term. Each contract shall have an option to extend the terms of the existing contract to all completion of any work undertaken, but not completed, during the term of the contract. Scope of Work Although the final terms and tasks will be subject to negotiation, and the scope of work may vary with each project, typical tasks may include, but not be limited to, the following: o Design and construction management of stormwater improvement projects o Surveying services and plat preparation o Design retrofit solutions for aging stormwater management facilities and infrastructure. o Perform stormwater drainage studies. o Prepare stormwater master plan proposals. o Design and construction management of stream and shoreline restoration projects o Research and provide assistance on grant applications and submissions. o Prepare chemical hygiene plans for the safe storage, use and disposal of chemicals inventoried or utilized by the City. o Prepare nutrient management plans. o Provide consultation to City regarding nutrient offsets, as allowed by law. o Provide investigations into the source or treatment of an environmental condition or illicit discharge. o Provide wetland surveys and delineation o Provide environmental site assessments o Consult with staff to assist with, or obtain, wetlands permits on behalf of the City o Water quality permitting o Prepare Stormwater Pollution Prevention Plans (SWPPP). o Prepare Virginia Stormwater Management Program (VSMP) permits. o Provide all required services to act as the City's agent/advisor through the State Environmental Review Process (SERP) and the Federal Environmental Review Process (NEPA) o Provide consultation to the City regarding Chesapeake Bay TMDL planning and accounting. o Provide assistance in the preparation and implementation of various TMDL programs for water bodies throughout the City o Provide research and recommendations regarding the continued implementation of the Virginia Stormwater Management Regulations. o Assist in water quality monitoring program o Prepare and/or complete pollution prevention or good housekeeping training for City employees
