1050-001 Bids must be clearly marked on the outside of the envelope or package with the words "City of Sandy Oaks TxCDBG Project." Bids received after the above-stipulated time will be rejected and returned unopened. Bid evaluations will be completed at a later time and date. The project generally consists of reconstructing approximately 1,400 LF of drainage channel by regrading ditch surface and replacing 12 driveway culverts. A bid bond in the amount of 5% of the bid issued by an acceptable surety shall be submitted with each bid. A certified check or bank draft payable to the City of Sandy Oaks may be submitted in lieu of the Bid Bond. The City requires Payment and Performance Bonds in 100% of the contract amount. Attention is called to the fact that not less than the federally determined prevailing (Davis-Bacon and Related Acts) Wage Rate, as issued by the U.S. Department of Labor and contained in the Contract Documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, sexual identity, gender identity or national origin. The City reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by the City for a period not to exceed 30 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder's qualifications prior to the contract award.
