This is a service / maintenance or supply contract in Humble, Texas. Contact the soliciting agency for additional information.

The City of Humble is requesting competitive sealed proposals to solicit statements of qualifications, technical approach and pricing from interested firms capable of providing electrical, mechanical and maintenance services for all of the City of Humble departments including the Water and Wastewater Operations Facilities based on a time and material basis. The contract term under consideration is for one year with two one year extensions if approved by both parties. Further proposal instructions, bid requirements and specifications will be included in the bid specification packet. Questions concerning the proposed service contract, discrepancies or omissions in the solicitation document or other clarifications of such matters should be submitted in writing no later than 4:00 P.M. local time on February 9, 2023 to: Mark K. Arnold, Public Works Director, 102 Granberry Street, Humble, Texas 77338 or by email at marnold@cityofhumble.net. Only written or emailed communication will be acknowledged. It is the sole responsibility of the bidder to insure that his/hers bid is actually in the City of Humble Chief Financial Officer's office prior to the expiration of the time and date above first written. It shall be each bidder's sole responsibility to inspect the bid specification packet, the site of the work and to inform him/herself regarding all local conditions under which the work is to be done. It shall be understood and agreed that all such factors have been thoroughly investigated and considered in the preparation of the bid submitted. The City expects to select the most qualified, responsive, resourceful and experienced firm based on the review by the City and its evaluation/selection committee. The overall most responsive firm will be selected at the sole discretion of the City of Humble based on the review of and scoring of the contractor's overall submittals. However the City of Humble reserves the right to reject any and all bids, to waive any and all formalities and technicalities, and to accept any bid which it deems advantageous to the City of Humble. Each bidder agrees to waive any claim it has or may have against the City of Humble and their respective agents and/or employees arising out of or in connection to with the administration, evaluation or recommendation of any bid. The contractor and all subcontractors for this project will be required to pay not less than the prevailing wage rates for the area of the project and to be in compliance with Executive Order 11246, as amended, entitled "Equal Employment Opportunity" and as supplemented in the Department of Labor Regulation (41 CFR Part 60).
