The City of Asheville's Water Resources Department desires to employ a qualified engineering firm to evaluate its current drinking water treatment techniques for two water treatment plants. The City desires that the recommendations in the preliminary engineering report provide long term flexible solutions that include the most appropriate technologies; with the end result being the continued creation of high quality water for our customers The North Fork (Burnett Reservoir) and Wm. DeBruhl (Bee Tree Reservoir) water treatment plants are direct filtration plants. The impacts of the changing climate, at times, makes the raw water difficult to treat to the same high quality these two plants regularly achieve. Two events standout as telltale signs for the need to study and improve these treatment facilities. Two fast moving storms producing large amounts of precipitation, in October 2017 and August 2021, quickly and significantly changed the incoming raw water quality. Neither plant has a sedimentation process and has limited ability to treat quickly deteriorating raw water quality. Wm. DeBruhl WTP was closed for over 30 days due the effects on the raw water as a result of Tropical Storm Fred. The Water Production division is seeking the following professional services for: 1. Project Management, Meeting, and Quality Assurance / Quality Control 2. Data Collection 3. Raw Water Quality Analysis 4. Treatment Improvements and Alternatives Analysis 5. Alternative Shortlisting (2) 6. Bench Scale Testing 7. Construction cost estimates for two treatment alternatives along with corresponding solids handling facility 8. Draft and final study report.
