County Road 420 & 436 Bridge Replacements New Bridge Nos. 0020001 & 2240022 Bro-b016(32) Cape Girardeau County, Missouri County Road 501 Bridge Replacement New Bridge No. 0020000 Bro-r016(33) Cape Girardeau County, Missouri The project consists of furnishing all labor, tools, equipment and materials for construction of two replacement bridges including removal of the existing bridges and improvements, excavation and embankment construction, pile placement, reinforced concrete end bent construction, furnishing and placement of precast, prestressed concrete deck beams, rip rap placement, approach road construction and surfacing, guardrail, restoration of adjacent grades, seeding and mulching and any other associated items to complete the project in accordance with the plans and specifications prepared by Koehler Engineering and Land Surveying, Inc. The contract provides for the furnishing of all labor, equipment, and materials necessary for the improvement and construction required per the improvement plans, specifications and construction documents. Sealed Proposals should be clearly marked Bid for County Road 420, 436, and 501 Bridge Replacements. All bidders are required to purchase plans and specifications to submit a bid for this project. A certified or cashier's check or a bid bond in the amount of 5% shall be submitted with each proposal. The Engineer will transmit to all prospective Bidders of record such Addenda as Engineer considers necessary in response to questions arising at the conference. Oral statements may not be relied upon an will not be binding or legally effective. The Cape Girardeau County Commission hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, businesses owned and controlled by socially and economically disadvantaged individuals will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, religion, creed, sex, age, ancestry, or national origin in consideration for an award. The prime contractor must go through MoDOT pre-qualification process and be on the MoDOT approved contractor listing. The prime contractor must have a fully responsive contractor questionnaire on file with the Missouri Highways and Transportation Commission (MHTC) at least seven (7) days prior to the date and hour of the bid opening (See Section 102.2 of the Missouri Standard Specifications for Highway Construction, 2011). The prime contractor on a project must perform, with its own staff, contract work amounting to NOT less than 30% of the total original contract price. The project will be awarded to the lowest, responsive, responsible bidder. The Owner reserves the right to waive all informalities, with MoDOT concurrence, not involving price, time or changes in work and to negotiate contract terms with the Successful Bidder. All labor used in the construction of this public improvement shall be paid a wage no less than the prevailing hourly rate of wages of work of a similar character in this locality as established by the Department of Labor and Industrial Relations (Federal Wage Rate), or state wage rate, whichever is higher. Pursuant to 285.530 R.S. Mo, the bidder must affirm its enrollment and participation in a federal work authorization program with respect to the employees proposed to work in connection with the services requested herein by including with the bid proposal 1) submitting a completed, notarized copy of AFFIDAVIT OF WORK AUTHORIZATION and 2) providing documentation affirming the bidder's enrollment and participation in a federal work authorization program with respect to the employees proposed to work in connection with the services requested herein. Contractors and sub-contractors who sign a contract to work on public works project provide a 10-Hour OSHA construction safety program, or similar program approved by the Department of Labor and Industrial Relations, to be completed by their on-site employees within sixty (60) days of beginning work on the construction project. The right is reserved to reject any or all bids by the Cape Girardeau County Commission with MoDOT concurrence. The DBE Goal for the BRO-B016(032) project is 5.0%, and the DBE Goal for the BRO-R016(033) project is 4.0%. No 2nd tier subcontracting will be allowed on this project.
