Amador County is responsible for the post-closure maintenance of the closed Buena Vista Landfill. This project includes the reconstruction of the final cover on Waste Management Unit 1 (WMU-1), also referred to as Phase 1, and expansion of the Class II surface impoundment to provide capacity required by the Regional Water Quality Control Board, and replacement of the existing liner in the surface impoundment also referred to as Phase 2. For this project, the County is required to employ mitigation measures included in the MMRP produced for the project's CEQA Initial Study and Mitigated Negative Declaration (Exhibit 1). These mitigations include reduction or avoidance of impacts on proposed or existing biological resources on the site in accordance with Amador County's General Plan MMRP (Exhibit 2). The Consultant should propose all steps necessary to fulfill the project MMRP's within project limits, with the anticipated number of hours to perform the work prior to and during the construction period along with any field delineation, documentation, reports, and any other additional materials determined necessary to meet the requirements of the project's MMRP. A map showing the extent of the proposed project area (approximately 38 acres) is included (Exhibit 3). The County anticipates that the selected Consultant will be available and ready to perform the work by the middle of April 2023 at the latest. The Department desires the Consultant to complete the required surveys by late spring 2023 so that the County may start the project construction in June/July 2023.
