Introduction: The City of Laconia seeks proposals from qualified vendors capable of providing services to remove and replace the existing boiler at the Weirs Fire Department. The City of Laconia reserves the right to accept or reject any or all proposals or any part thereof, to waive any formality in the process, and to accept the proposal considered to be in the best interest of the City. The City may cancel this proposal request at any time for any reason. Failure to submit all information called for may be sufficient grounds for disqualification. Schedule: Anticipated replacement is in May 2023. General Specifications: The following are the minimum specifications. o Provide all materials, tools, equipment, and labor necessary to remove and dispose of old boiler and replace with new, fully functional, boilers. o New boilers specifications must meet or exceed the following: o 2 new Granby 7 section triple pass boilers. 87% efficient, capable of doing 228,000BTU's each (456,000 total BTU's) o NOTE: current boiler is running at 420,000 BTU's, with a max output of 483,000 BTU's o 2 Riello f10 oil burners. o New hydrostat controls with low water cutoff. o Install new primary secondary loop system. o State 55-gallon electric water heater. o Attach boilers to existing chimney. o New air eliminator system. o Attach boilers to existing circulators and expansion tank. o Remove and dispose of all debris including old boiler. o Warrantee: 1-year parts, 10-year cast, 1 year labor. The use of brand name specifications shall not be intended to limit or restrict competition but shall be for description purposes only Insurance: The selected firm will be expected to provide a certificate of insurance satisfactory to the City of Laconia for General Liability and Workers Compensation. Performance and Payment Bonds: When a construction or service contract is awarded in excess of $25,000 performance and payment bonds, satisfactory to the City and executed by a surety company authorized to do business in New Hampshire, are required in an amount equal to one hundred percent (100%) of the price specified in the contract for the full term of the contract. Proposal Requirements: A proposal for boiler replacement services should be delivered to the City of Laconia, Purchasing Specialist, 45 Beacon Street East, Laconia, NH 03246 . The proposal should include the following: 1. A description of the firm and its related experience in similar projects. Include appropriate summaries of projects as well as names and telephone numbers of references that may be contacted. 2. A complete description of the approach and schedule. 3. A not to exceed cost for the construction inclusive of all charges and expenses for theproject including the scope of work outlined in this bid and detailed at the site. Selection and Evaluation Criteria: After receipt of proposals, the City will evaluate the proposals and will use the following criteria in its evaluation: 1. Qualifications of the vendors. Considered in this category will be the: o Relevant experience of the vendor in installation and construction. o Reputation of the firm based on references. 2. Technical approach of the proposal to include responsiveness to meet or exceed the general specifications. 3. Proposed cost.
