Renovation of an office development in Philadelphia, Pennsylvania. Conceptual plans call for the renovation of a office development.
The Rudolph Walton School ("Walton School"), built in 1900, is a historic former Philadelphia Public School building located at 2601-31 N 28th Street in the Strawberry Mansion neighborhood of Philadelphia. The building is currently listed on the National Registry of Historic Places but, not on the City of Philadelphia's Registry of Historic Places. PHA acquired the school in 2015 with the intention to convert the building into affordable senior housing. Since 2015, PHA has been working on a development plan that maximizes the number of units, while minimizing alterations to the historic character of the school. PHA's development plan was approved under the Section 106 National Historic Preservation Act review process ("Approved Development Plan'). PHA seeks a development partner to implement the Approved Development Plan. The developer selected under this RFQ will lead all parts the development initiative, including design, financing, construction and management. The selected developer will apply for 2023 9% Low Income Housing Tax Credit ("LIHTC") financing from the Pennsylvania Housing Finance Agency ("PHFA"). The selected developer will be required to work closely with PHA and other community stakeholders throughout the development process.
