The scope of work for the filter media rehabilitation consists of providing all necessary materials, tools, equipment, products, and labor to perform the filters underdrain repair, the rehabilitation of the filter media (anthracite, and gravel), media installation, and replenishment at NCWRP. At least one City officer or employee, in addition to the City employee opening the bids, will be present. Bid results will be announced to anyone attending the teleconference. Any person present on the teleconference shall have the right to ask for the announcements to be repeated or to ask that omitted data be supplied. Such requests will be honored to the extent they do not unreasonably delay or interfere with the bid opening process, as determined at the sole discretion of the City employee opening the bids. The Public Utilities Department, Wastewater Treatment and Disposal Division includes the North City Water Reclamation Plant (NCWRP), located at 4949 Eastgate Mall, San Diego, CA 91121. NCWRP is operated by the City of San Diego utilizing gravity filtration which is a mechanical process consisting of a concrete shell, filter media, a media support system, an underdrain, and a backwash system for regular cleaning of the media. Filtration at NCWRP is wastewater that has been oxidized, coagulated, and clarified, which is then passed through natural undisturbed filter media (anthracite coal) to remove particulate matter and meet title 22 equivalent standards. During the filtration process, the secondary clarifier effluent enters at the top of a filter and flows down through the filtering media (anthracite coal) exiting through the filter's underdrain system. The manufacturer of the underdrain system at NCWRP is F.B. Leopold. The backwash efficiency of filters at NCWRP has reduced over time due to underdrain issues, the anthracite coal (media) layer of the tertiary filters has partially washed away, and the formation of contaminants within the filter bed has created mudballs. The City is in the process of restoring the filters by repairing the underdrains and by adding media to reestablish the original design depth. Before new anthracite coal media is installed, the existing media must be rehabilitated by removing all contaminants present within the filter beds by using "in-bed" rehabilitation to return the existing media filter to near new condition. The facility has six (6) single cell bed filters. Five (5) filters contain media and one (1) is currently out of service and is empty. The filters are 53' X 21' and have a specific depth of 84" of anthracite coal and 18" of double reverse graded support gravel. Each filter holds 9460 Ft3 of filter material including the support gravel. The scope of work for the filter media rehabilitation consists of providing all necessary materials, tools, equipment, products, and labor to perform the filters underdrain repair, the rehabilitation of the filter media (anthracite, and gravel), media installation, and replenishment at NCWRP. Five percent (5%) discount off the bid price for SLBE or ELBE prime contractors; or b. Five percent (5%) discount off the bid price for prime contractors achieving the voluntary goal of twenty percent (20%) for SLBE or ELBE subcontractor participation set forth in Subsection B below.
