The purpose of this Invitation for Bid (IFB) is to solicit bids to furnish/provide back and side lot ditch easement clearing for various locations within the City of Newport News as identified in this IFB. Background Per Municipal Separate Storm Sewer System (MS4) requirements, the City's ditch infrastructure is inspected annually. To maintain and fulfill the requirements of the MS4, easement clearing is conducted frequently throughout the North, Central, and South areas of the City of Newport News. Question Submission Deadline:February 10, 2023, 1:00pm - Questions regarding this Invitation for Bid (IFB) must be submitted in writing through the OpenGov Procurement Question/Answer Tab via the City's e-Procurement portal, 1. Purpose The purpose of this Invitation for Bid (IFB) is to solicit bids to furnish/provide back and side lot ditch easement clearing for specific work management areas (WMA) on an as needed basis, at various locations within the City of Newport News, as identified by the City's Public Works Department. 2. Specification Details A. The services shall primarily comprise of back and side lot ditch easement clearing in the identified locations. B. Contact Back and Side supervisor or designee for instruction to acquire access points for the assigned ditch. Ingress and egress shall be approved by the property owner. In most cases properties with fences shall require permission (Supervisor or designee will meet the contractor at the assigned ditch). C. The services shall entail grass hand cuts, weed eating, as well as bagging and disposal of grass clippings/debris where necessary. D. Ditch bank shall be cut and cleaned according to the width of the easement map book was provided. (If the fence(s) is made up of plastic material start cutting a foot away from the fence). E. Cut and clearing the different types of swales: - Concrete swale - remove all dirt (if any) and debris. If swale needs repair, please notify supervisor or designee. - Dirt swale - cut bald (if needed) and remove all debris. Additional information will be provided by the supervisor or designee, if needed. If dirt swale needs regrading please notify supervisor or designee. - Grass swale - cut grass low and remove all debris. Additional information will be provided by the supervisor or designee, if needed. F. Removing Debris: - The out point from the rear or side of the resident's property will be determined by the access point (may be multiple and additional information will be provided by the supervisor or designee.) - Place dirt and debris on the street away from driveway, power lines, low hanging trees, CDIs, Gutter pans and cars (if possible). - Inform supervisor or designee the location of the pile (give address) for pick up G. End of workday documentation: - Contractor shall be responsible for reporting type of ditch, date, footage cleaned, and wheelbarrow loads of debris which will need to be turned in daily (Supervisor or designee will work with contractor for reporting totals). H. Grass shall be cut to a level of 3 or 4 inches at each service visit. I. The City anticipates that the required services are on-going year-round, and the frequency of services will vary based on work management area. However, weather conditions may shorten or extend this anticipated time frame (service season). J. All work shall be performed between the hours of 7.30 A. M. and 3.30 P.M, Monday through Friday, excluding City holidays. All works shall be completed and delivered within a reasonable time as may be agreed with the City's Department with respect to each work order. K. It shall be the responsibility of the Contractor to repair or replace any damage done to any utilities in the course of service provision by its workmen. L. All equipment used by the Contractor shall be maintained and in good working mechanical condition. M. Safety Requirements: - Contractor will provide and ensure that its employees wear high visibility vests when working within 5 feet of roadways. - The Contractor shall take all due precautions to avoid damaging sprinkler heads, quick couplers and drip irrigation hoses. Any infrastructure damaged by the Contractor during the term of this contract shall be repaired at the sole expense of the Contractor within ten (10) days of such damage. N. The total length of ditches for the required work management areas is estimated at One Hundred Two, Three Hundred and Eighty-Nine Thousand (102,389) Square Feet. O. The service locations are classified into four (4) distinct work management areas (sub-areas) for ease of reference, with estimated service area measurements as captured and detailed below. The locations of each WMA sub-area are listed in Section 8, Attachments of the IFB. - Sub-area 5 1. 5-1 - Total Footage: 13,512 Square Feet - Sub-area 20 1. 20-1 - Total Footage: 4,350 Square Feet 2. 20-2 - Total Footage: 3,504 Square Feet 3. 20-3 - Total Footage: 7,145 Square Feet 4. 20-4 - Total Footage: 18,751 Square Feet - Sub-area 24 1. 24-1 - Total Footage: 3,634 Square Feet 2. 24-2 - Total Footage: 1,355 Square Feet 3. 24-3 - Total Footage: 11,293 Square Feet 4. 24-4 - Total Footage: 13,880 Square Feet - Sub-area 25 1. 25-1 - Total Footage: 4,832 Square Feet 2. 25-2 - Total Footage: 1,161 Square Feet 3. 25-3 - Total Footage: 2,654 Square Feet 4. 25-4 - Total Footage: 1,242 Square Feet 5. 25-5 - Total Footage: 15,076 Square Feet
