Site work for a civil project in Swedesboro, New Jersey. Completed plans call for site work for a road / highway.

Scope of work for the Cell 1 A and 1B Landfill Cap and Drainage Restorations includes the reconstruction and rehabilitation of the final stormwater management system due to certain design failures and inadequacies with the original system installed in 2014 over the existing Cell lA and 1B final cover and cap system at the Gloucester County Solid Waste Complex located at 503 Monroeville Road, South Harrison Township, New Jersey 08085. Substantial and Contract completion times are 90 days and 120 days, respectively, after Contract Time commences to run. Time is of the essence. Bidders shall provide all personnel, supervision, services, labor, materials, tools, equipment, and supplies for i) Mobilization and demobilization; ii) All field construction and temporary facilities, including design thereof, required to perform the Work; iii) All temporary and permanent soil erosion and sedimentation control devices; iv) Construction of a new and reconstruction of the existing, inadequate final stormwater management system components such as diversion swales, downchute, energy dissipators, and associated appurtenances v) Restoration of all surfaces to conditions prior to construction; and ix) Maintaining service roadways, protecting existing landfill gas collection system, and not hinder /obstruct ongoing landfilling operations during construction. Bids will be made on the proposal form provided, in the manner designated therein and required in the specifications, enclosed in an opaque sealed envelope and plainly marked on the outside with the date, time and item being bid. Each proposal must be accompanied by a Certified Check, Cashier's Check, or Bid Bond for not less than 10 percent (10%) of the total amount bid, but not in excess of $20,000, made payable to the Gloucester County Improvement Authority. Successful bidder will be required to furnish a bond of a surety company, satisfactory to the Authority, in a sum equal to 100% of the total contract price. All bidders are required to comply with the requirements of P.L. 1975, C. 127 (N.J.A.C. 17:27) (Affirmative Action), P.L. 1963, C. 150 (New Jersey Prevailing Wage Act), and Americans with Disabilities Act of 1990 (42 U.S.C. 12101, et. seq.). All bidders are further notified that they must comply with N.J.S.A. 52:25-24.2, and submit an Ownership Disclosure Statement with the bid. In addition all bidders must comply with P.L. 1999, c. 238- Public Works Contractor Registration Act and the contractor and all subcontractors must be registered in accordance with the Act. The Owner reserves the right, in accordance with all applicable laws, to reject any or all bids, to waive any informalities, deviations, or omissions in any bid or all bids, and to award the contract to the bid which is found to be the lowest responsible, responsive bidder. Furthermore, the Owner may, in accordance with applicable laws, request written clarification of any aspect of a bid or bids where, in the Owner's opinion, ambiguities exist. Except as allowed in N.J.S.A. 40A:11-23.3, no bidder may withdraw its bid for a period of sixty (60) days after the actual date of the opening of the bids. Scope of work for the Cell 1A and IB Landfill Cap and Drainage Restorations includes some reconstruction and rehabilitation of the final stormwater management system due to certain design failures and inadequacies with the original system installed in 2014 over the existing Cell 1A and IB final cover and cap system. Work under this contract includes, but is not limited to, regrading and restoring portions of the soil berms to meet design grades, restoration of portions of diversion swales, construction of a new downchute, installation of a concrete stilling basin, restoration of portions of the perimeter swale, and restoration of disturbed areas at the Gloucester County Solid Waste Complex located at 503 Monroeville Road, South Harrison Township, New Jersey 08085. The Contractor is responsible for protecting the integrity of the existing final cap system and existing landfill gas collection system. Any damage caused to the existing cap system or LFG system due to Contractor's activities, must be repaired at no additional cost to the Owner. This Contract includes provision of all personnel, supervision, services, labor, materials, tools, equipment, and supplies for the following: Scope of work for the Cell 1A and IB Landfill Cap and Drainage Restorations includes some reconstruction and rehabilitation of the final stormwater management system due to certain design failures and inadequacies with the original system installed in 2014 over the existing Cell 1A and IB final cover and cap system. Mobilization and demobilization; Control Layout; All temporary and permanent soil erosion and sediment control devices; As-Built surveyed information, signed and sealed by a NJ Professional Licensed Surveyor including channel and structure inverts for preparation ofrecord drawings, by Owner. All test pits and utility conflict resolutions, required to perform the Work; Clearing and Grubbing; Furnishing of all labor, materials, equipment and other essentials necessary for the placement oftopsoil, seeding, mulching, and soil erosion control blanket to reestablish permanent vegetative cover over the entirety ofthe capped area, excluding stormwater swales/downchute, as per Section 02900, Permanent Vegetative Cover ofthe technical specifications and in accordance with The Standards for Soil Erosion Control and Sediment Control in New Jersey; Furnishing of all labor, materials, equipment and other essentials necessary for the full reconstruction ofDiversion Swale SW1A through SW2C. Furnishing of all labor, materials, equipment and other essentials necessary for the partial rehabilitation of Perimeter Swale SW7, including but not limited to the replacement ofriprap stone (d50=6"). 10. Furnishing of all labor, materials, equipment and other essentials necessary for the partial rehabilitation of Perimeter Swale SW6A, including but not limited to the replacement ofriprap stone (d50=8"). 11. Furnishing of all labor, materials, equipment and other essentials necessary for the construction ofDownchute, DC2. 12. Furnishing of all labor, materials, equipment and other essentials necessary for the installation and fabrication of a stilling basin, concrete transition area, and energy dissipating gabion as detailed in Detail 4/C22, Concrete Chute Energy Dissipator. Summary ofWork 01010-2 B. Final cover construction activities associated with Cell 1A and IB began on September 16, 2013 and were substantively complete by July 9, 2014. The single concrete downchute/flume (DC1) was poured on July 2, 2014. On July 15, 2014, the storm water management system, as originally designed and constructed, specifically the concrete downchute/flume, failed following storm events on July 14 and July 15, 2014. In September 2014, the damaged original downchute/flume was removed and a new downchute/flume lined with Hydro TurfCS was constructed. As constructed, stormwater from an estimated 10.7 acres ofthe approximately 18 capped acres associated with Cell 1A B. The Contractor shall be responsible for associated costs incurred for materials necessary for testing, repair of unauthorized work, etc. Any questions/clarifications must be submitted in writing no later than by Thursday, March 2, 2023 at 5:00 P.M.
