The District of Columbia ("District") Department of General Services (the "Department" or "DGS") is issuing this Request for Proposals ("RFP") to solicit design-build proposals ("Proposal(s)") from offerors ("Offeror(s)") interested in serving as the design-builder (the "Design-Builder" or "Contractor") for the modernization of Malcolm X @Green Elementary School. The scope of this Project includes a complete modernization of the facility and site per the Educational Specifications. Malcolm X ES will swing off-site for two years during construction. No improvements to the off-site swing space are part of this RFP. The Design-Builder shall make the Project solar-ready by running electrical conduit for future solar locations on roofs and/or facades and building steel canopies to support solar in the future in consultation with the Department's solar owner representative. Solar panel and inverter material and labor costs shall remain outside of the Design- Builder's scope. While it is assumed solar panels will be a part of the design to achieve Net Zero Certification, it shall be not the only strategy to achieve the Project goals. The Design-Builder shall present iterative design options to the Department and DCPS to ensure the net zero goals are in alignment with program goals for the school. The Department is allocating a budget of $54,000,000.00 for this Project ("Project Budget") for full services of design, construction, public art, Inspections, Furniture, Fixtures, and Equipment ("FF&E"), and six (6) months maintenance costs.
