The City of Troy serves as the county seat of Miami County and is one of the Dayton Metro Area's premier communities. Covering approximately 14 square miles, the City is located approximately 20 miles from downtown Dayton in the northern Miami Valley. Troy supports a 2020 residential population of 26,305 and a daytime population of 29,781 with more than 1250 corporate, retail, service, light industrial and governmental organizations. The City's 2023 Operating Budget totals $63,610,935 while the 2023 Capital Improvement Plan totals $19,461,195. Operating under a Statutory form of government, the elected Mayor, City Council, Auditor, Treasurer and Law Director work with an appointed Director of Public Service and Safety to implement Council's policy actions and to maintain daily public services. The City retains five appointment authorities: Auditor, Law Director, Park Board, Recreation Board, and Service & Safety Director. The largest number of employees fall under the direction of the Service and Safety Director, though it is anticipated that full-time, unrepresented employees of all offices will be included in this study. The City employs approximately 190 full-time, 1 part-time and 177 seasonal employees, though seasonal positions will not be included in this study. The City currently uses a performance-based compensation plan for salaried staff. REPORTING REQUIREMENTS At the conclusion of the project, the consultant will provide the following project reports: Twenty (20) printed copies in addition to one PDF copy. All written documents must be in MS Word format. This includes the requirement for an Executive Summary outlining recommendations. All spreadsheets and calculations in MS Excel format including formulas. All charts, graphs and pictorial representations in MS PowerPoint format. A detailed implementation plan outlining execution strategies/milestones for each recommendation, if adopted. This plan should be practical and within the means of the City's budget.The consultants must be available to present the project information and recommendations to City staff at a mutually agreeable date/time. VIII. TIMELINE Following the closing of the RFP period, the City will review all proposals and, if it deems necessary, schedule interviews with the most qualified offerors. The City anticipates selection of the winning consultant no later than Tuesday, April 4, 2023
