Project Description: Snohomish County will overlay 164th Street SW with an estimated 6,000 tons of hot mix asphalt. Four ADA ramps will also be constructed in conjunction with this project. This route is on the National Highway system and the project will be funded with Federal Highway Administration funds; consequently, the firm contracted to provide materials testing services must comply with the FHWA approved qualified tester program. The requirements for the qualified tester program are discussed in section 52.3 Quality Control of the WSDOT Local Agency Guidelines. The County has received federal bridge program funding for this preventive maintenance project. There is a federal DBE requirement of 19% for this consultant contract. Materials Testing work done under this RFP includes, but is not limited to, inspection and testing of HMA placement and compaction, testing of HMA including sampling at the plant, Aggregate testing, QA review, reporting, construction meetings and submittal review. Scope and Nature of the project: Snohomish County Public Works is seeking a consultant to perform materials testing on 164th Street SW Overlay project in unincorporated Snohomish County. The following major items of work are anticipated: Project Management HMA Placement and Compaction Inspection and Testing Density Testing Testing of HMA including sampling at the plant Laboratory Testing for theoretical Rice density and bitumen content Aggregate testing including oven correction factor determination, se, fracture, and uncompacted voids.
